With offices in both Fredericton and Saint John, it is responsible for the administration and enforcement of provincial legislation regulating mortgage brokers, payday lenders, real estate, securities, insurance, pensions, credit unions, trust and loan companies, cooperatives, unclaimed property, and a wide range of consumer legislation. The Commission is a self funded Crown corporation responsible for the administration and enforcement of financial consumer services legislation.

Manager, Policy - Securities (Saint John office)

We are seeking a self-motivated, well organized experienced legal professional who will be responsible for a dual role that will augment the capacity and capabilities of the Securities division as they operate in support of their mandates.

Reporting directly to the Executive Director of Securities, a primary purpose of this position is to act as a legal and policy resource to research and make sound recommendations to decision-makers relating to policy projects and matters that are assigned to or generated within the division. This legal and policy development work also includes participating on CSA (Canadian Securities Administrators) steering and project committees, as assigned, that are of specific importance to the Commission.
A secondary purpose is to be the division's subject matter expert on policy making and acting as a resource to divisional staff in this area, as well as coordinating the division's regulatory instruments activities. In addition, the position will provide legal and strategic advice with respect to exemptive relief applications filed with the Commission and the oversight of market participants, such as self-regulatory organizations, securities exchanges and other types of trading and clearing facilities and/or platforms.

Your Focus

Researching various legal and policy initiatives, preparing the appropriate response to this research such as reports or recommendations, and providing legal counsel to the Executive Director, Securities and the division.

Participating on CSA steering and project committees, including those responsible for the development of national regulatory instruments.

Acting as a subject matter expert and resource to the division with respect to policy making and policy projects and preparing documents and drafting rule amendments for Commission meetings and Ministerial briefings.

Supervising and coaching a staff member.

Reviewing exemptive relief applications and other types of filings and applications with the Commission.

What you bring

  • A degree in law,
  • 7+ years related legal experience, with knowledge and experience in corporate or administrative law,
  • Ability to understand legal documents, to interpret securities related legislation, and to understand complex issues,
  • Excellent verbal and written communication skills is required,
  • Proficient computer skills in a variety of software applications.

Additional Strengths

  • Investment industry knowledge and experience is an asset,
  • Bilingualism is an asset.
