Regional Manager, Health Information Management, Permanent Full-TimeHealth Information Management, James Paton Memorial Regional Health Centre, Gander

Definition of work:
Reporting to the Provincial Director of Health Information Management [HIM], this position will join a strong leadership team that supports client focused service delivery and adherence to records management standards to promote confidence and trust in healthcare through accountable and fair information management practices. The position is responsible for providing leadership, strategic planning, design, implementation and effective management of records; the information management program; and its functions. The successful candidate must demonstrate an awareness of and be responsible for promoting and supporting person-and family-centered care, demonstrate a commitment to safety and partner with all team members to improve worker and patient safety by integrating safety into work practices, identifying risks and implementing improvements.

Key Responsibilities:
* Ensures a focus of service excellence, continuous quality improvement, innovation, data integrity, and workflow integration.
* Management, engagement and motivating employees, coordinating and planning work, assigning tasks and projects consistent with employee competencies, monitoring quality of work, and ensuring assigned results are achieved.
* Providing employee development opportunities, coaching, team building, mentoring and succession planning to support sustainable and quality service delivery and employee learning, growth and development.
* Implementation of quality assurance measures to support record integrity, availability and security, including consolidation of the various records management processes existing within Central Health.
* Strategic planning and change leadership to support regional adoption of Electronic Health Records, including activities related to the access and confidentiality of information, and file completion in accordance with legal and regulatory requirements.
* Ensuring compliance with provincial, national, and international health information standards and provincial privacy statutes and regulations.
* Ensures all employee related issues, including recruitment and labor relations issues are aligned to with Human Resources standards and practices.
* Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.

Required qualifications:
* Post-Secondary degree in a health discipline or relevant degree with progressive leadership experience.
* Demonstrated strong leadership and experience managing successful teams.
* Ability to work collaboratively in a team environment while also displaying independence, initiative and enterprise.
* Demonstrates understanding and commitment to the LEADS leadership development framework.
* Exceptional interpersonal, written and verbal communication skills.
* Dynamic leadership style which demonstrates emotional maturity, self-awareness and evidence of value-based leadership focused on engaging others, developing coalitions, and achieving results.
* Proven negotiation and conflict resolution skills.
* Demonstrated skills, behaviors, abilities, and knowledge as outlined in the five domains of the LEADS in a caring Environment Framework.
* Demonstrated knowledge of Lean Health Care.
* Consistent demonstration of the core values of NL Health Services: Innovation, Compassion, Accountability, Respect, and Excellence (I CARE)
* A satisfactory record of work performance and attendance is required for this position.
* A satisfactory certificate of conduct from the RCMP or local police authority.
* Ability to travel.

Preferred qualifications:
* Canadian Institute of Access and Privacy Professionals (CIAPP) Certification
* Eligibility for or registration with a professional association or regulatory body, in good standing.
* Member in good standing of the Canadian Association of Health Information Managers (CHIMA).

Hours of Work: 70 hours bi-weekly (flexible work schedule may be required)
Salary: HL 21 ($71,215 - $92,579)
