CHIEF ADMINISTRATIVE OFFICER
The Municipality of Five Rivers, established on January 1, 2023, as a result of the Province of New Brunswick's Municipal Reform, is seeking a dynamic and visionary individual to join our team as the Chief Administrative Officer (CAO). The municipality encompasses the former Local Service Districts of Harcourt, Weldford, and Richibucto Parish, as well as the Village of Rexton, serving a diverse and growing region.
The CAO is responsible for providing strategic leadership, overseeing operations, and ensuring the efficient delivery of services to residents and businesses. Reporting directly to the Mayor and Council, the CAO will play a key role in shaping the future of the municipality by implementing policies, managing resources, and fostering community engagement.
KEY RESPONSIBILITIES
Strategic Leadership and Planning
- Collaborate with the Mayor and Council to develop annual plans, strategic plans, by-laws, policies, and initiatives that align with the municipality's goals and priorities.
- Provide continuous strategic advice to the Council, helping them to navigate complex governance issues and make informed decisions.
Operational Management
- Lead the execution of Five Rivers annual plans and initiatives set out by the Mayor and Council.
- Oversee the day-to-day operations of all municipal departments.
- Regularly meet with employees to review operations, address challenges, and ensure that resources are appropriately allocated.
- Foster a collaborative environment where departments work together to achieve common goals, breaking down silos and encouraging cross-departmental communication.
- Ensure efficient service delivery by coordinating activities across departments and fostering collaboration.
Fiscal Management and Budgeting
- Lead the municipality's budgeting process, ensuring that financial resources are allocated effectively to meet strategic priorities.
- Monitor the municipality's financial health, overseeing expenditures, managing revenues, and ensuring compliance with financial policies and regulations.
- Prepare financial reports for the Mayor, Council, and stakeholders, ensuring transparency and accountability in all fiscal matters.
Stakeholder Engagement
- Act as the primary advisor to the Mayor and Council on all matters related to municipal governance, policy development, and legislative changes.
- Represent and serve as a liaison for the municipality in discussions and negotiations with external stakeholders, including government agencies, community organizations, businesses, and the public.
- Lead community outreach initiatives to address residents' concerns, gather feedback, and promote the municipality's objectives and services.
Community and Economic Development
- Collaborate with current and potential developers to ensure the municipality remains a viable and attractive location for new projects and business ventures.
Policy Compliance and Ethical Standards
- Ensure all municipal operations comply with applicable laws, regulations, and policies at the provincial, federal, and municipal levels.
- Foster a culture of integrity, accountability, and transparency throughout the organization.
- Regularly review and update policies to reflect changes in legislation, best practices, and the evolving needs of the community.
Team and Community Leadership
- Provide leadership and direction to department heads and staff, fostering a positive work environment that encourages teamwork, innovation, and professional growth.
- Oversee the recruitment, training, and retention of municipal staff, ensuring that the municipality attracts and retains talented professionals.
- Act as a mentor and coach to municipal staff, helping them to achieve their full potential while maintaining high standards of performance and service delivery.
- Ensure that staff performance is regularly evaluated and that professional development opportunities are provided to enhance employee skills and career growth.
- Address any staff performance issues through coaching or disciplinary actions, ensuring a fair and consistent approach.
- Participate in community programs and initiatives regularly.
Continuous Improvement
- Stay informed of emerging trends, best practices, and technological advancements in municipal governance and operations.
- Actively seek and apply for provincial and federal grants to support municipal projects and initiatives, ensuring the municipality maximizes external funding opportunities.
Council Support and Meeting Participation
- Prepare reports, presentations, and recommendations for Council meetings, ensuring that all decisions are well-informed and supported by relevant data and analysis.
- Attend Council meetings, committee meetings, and other important gatherings to provide guidance, answer questions, and ensure the smooth conduct of municipal affairs.
- Facilitate effective communication between Council and municipal staff, ensuring that Council directives are clearly understood and executed.
QUALIFICATIONS:
- A degree or certificate in Public Administration, Business Administration, or a related field is considered an asset.
- Proven experience in municipal, public, or private sector management.
- A proven track record leading multi-disciplinary teams while promoting continuous improvement and new ways of doing things.
- Knowledge of municipal governance, legislation, and best practices is required.
- Experience managing budgets in similar environments.
- Exceptional communication, interpersonal, and leadership skills.
- Experience working with a council or board of directors.
- A valid NB Driver's License and satisfactory criminal record check are required.
