About Us

Newfoundland and Labrador Health Services (NL Health Services) brings together five former separate health entities - Eastern Health, Central Health, Western Health, Labrador-Grenfell Health, and the Newfoundland and Labrador Centre for Health Information. About the Role

Reporting to the Director of Clinical Informatics, the Informatics Manager- Laboratory and Digital Pathology Systems - position will be required for the implementation of the HIS Project. The Informatics Manager position provides an additional level of coordination and communication, overseeing implementation for the HIS capability in the Laboratory area as determined by the project governance.

You will be responsible for, but not limited to, the following:

  • The implementation and maintenance of laboratory information systems into a complex provincial environment enabling the quality delivery of laboratory services (i.e. specimen collection, core lab, microbiology, pathology, etc.);
  • Leading a team of laboratory technologist and clinical informatics experts ensuring that vital application support and integration services are provided for all provincial laboratory information systems;
  • Collaborating with many stakeholders, both internal and external to the organization, to confirm that the laboratory applications and equipment are advancing health transformation as well as facilitating day to day clinical operations;
  • Establish strong partnership with the related business community;
  • Maintain the scope, schedule, and quality of the project in the clinical systems application area;
  • Work closely with the Director of Clinical Informatics and other managers to coordinate activities;
  • Ensure that the clinical community is engaged in the project;
  • Assist and provide leadership to the application analysts in their respective areas;
  • Work closely with the clinical champions, know how to leverage their support;
  • Review the progress of the project on an ongoing basis with the Director of Clinical Informatics, the Project Management Office (PMO), and the Transformation Management Office (TMO);
  • Sign off on configuration, testing, and readiness activities;
  • Ensure incidents and other operational changes, work activities and initiatives are communicated to appropriate business owners, clients and stakeholders;
  • Establish strong partnership with the related business community;
  • Manage and evaluate the Laboratory Systems Team's work activities to ensure objectives and timelines are met;
  • After project go-lives, responsible for overseeing the support of related functions.

About You

Your education and experience include:

  • Completion of a recognized/accredited Medical Laboratory Technology program is required.
  • Bachelor of Information Technology or a bachelor's degree in a related discipline;
  • Current and valid registration with the Canadian Society of Medical Laboratory Science (CSMLC);
  • Current and valid registration with the Newfoundland Labrador Council of Health Professionals (NLCHP);
  • Minimum of five (5) years' experience within the last seven (7) in clinical laboratory medicine including progressive leadership experience in a clinical laboratory environment is required;
  • Certificate course in Laboratory Quality Improvement/Management is considered an asset;
  • A minimum of five (5) years progressive management experience including experience in acute care clinical setting, supplemented by supervisory experience is required.
  • Minimum of seven years direct experience in business analyst or an IT project environment.
  • Clinical background is an asset.
  • Knowledge of clinical systems and its operations.
  • Experience with Health Information System implementation is an asset.
  • Experience leading a highly skilled technical team.
  • Experience planning and maintaining budgets, and operational plans.
  • Familiar with the provincial NLHS structure and its connection to the EHR.
  • Implementation or system utilization experience in the core inpatient management area (ideally both analytics and care management).
  • Provide perspective on common challenges and strategies for success.
  • Able to establish and maintain effective vendor relationships.
  • Understand and awareness of data quality and accuracy and the impact on the EHR.
  • Understand the issues within the core inpatient areas well enough to represent users' needs to HIS.
  • Approach problems constructively by focusing on how to move the project forward
  • Explore and analyze alternatives.
  • Manage the project from an organizational perspective but never lose sight of detailed tasks.
  • Establish deadlines and adhere to them.
  • Match organizational needs to the system's functionality.
