Position Details

Context:

The Western Region maintains and supports approximately 1,100 NL Housing rental properties on the west coast of Newfoundland through offices in Corner Brook and Stephenville. The region provides a wide range of services, including receiving and processing rental applications; administering rental accounts and lease compliance provisions; providing various client services and tenant relations including eviction prevention, and monitoring, facilitating and administering property maintenance. A variety of programs designed to support low to moderate income households and homeowners are also delivered. Regional staff members are involved in the delivery of the Provincial Home Repair, Home Modification, Home Energy Savings, Partner Managed Housing, and Rent Supplement Programs.

Duties:

This position is accountable for advanced technical and administrative work in the planning, design, procurement and contract administration of maintenance, modernization and community-based housing projects. The primary involvement of this position will be to the support programs and rentals in Labrador, as well as supporting the Western Region as needed. The incumbent will develop and/or review plans, specifications and cost estimates for a range of building types. The incumbent may be required to support the assessment of underground infrastructure and/or analysis of energy consumption. The Engineering Technician IIC prepares inspection reports and evaluates progress claims and change orders. Overseeing work-in- progress to ensure adherence to contract documents is an important duty of this position. The incumbent prepares technical reports and makes recommendations on building renovations and other projects. Interpreting technical standards and codes and conducting research on new building products are important aspects of this position. This position will involve travel to other regions, especially Labrador. The incumbent will perform other related work as required.

Criteria

Screening Criteria:

1. Completion of a diplomain Architecturalor Civil EngineeringTechnology (equivalences will be considered)
2. Experience in related fieldwork
3. Registration with Association of Engineering Technicians and Technologists of Newfoundland and Labrador (AETTNL) (Asset)

Assessment Criteria:

1. Knowledge of building code/standards and building science principles
2. Knowledge of design related to multi-unit residential dwellings
3. Knowledge of design and construction in underground servicing and siteworks (asset)
4. Construction estimating skills
5. Contract administration skills
6. Ability to effectively exchange information
7. Ability to manage time and task while working independently
8. Proficiency in AutoCad
9. Proficiency in use of computer software (Excel) (asset)
