FCNB is a leader in integrated financial and consumer services regulation. FCNB's mandate is to protect consumers and enhance public confidence in the financial and consumer marketplace through the provision of regulatory and educational services. With offices in both Fredericton and Saint John, it is responsible for the administration and enforcement of provincial legislation regulating mortgage brokers, payday lenders, real estate, securities, insurance, pensions, credit unions, trust and loan companies, co-operatives, and a wide range of consumer legislation. The Commission is a self funded Crown corporation responsible for the administration and enforcement of financial consumer services legislation.

Project Portfolio Manager - Saint John or Fredericton

The Commission is excited to grow our team and is currently searching for an experienced Project Portfolio Manager. Reporting directly to the Chief Information Officer this position offers an opportunity to work in a dynamic and collaborative environment, where you will have the chance to make a significant impact on the success of our projects and the organization as a whole. Your Focus

The Project Portfolio Manager (PPM) will play a crucial role in overseeing the planning, execution, and delivery of various projects within the Commission. Responsibilities will encompass strategic support, multi-project management, resource management, project services, process improvement, method development, tool implementation, and training/coaching of project teams. The PPM will work closely with cross-divisional teams to ensure projects are completed on time, within budget, and meet the required quality standards to ensure project success.

This is a dual role that will commence with the development of the project management program and will then continue to provide on-going project portfolio and project management support once the tools and methodologies for the Commission have been established.

What you bring:

  • Bachelor's degree in Business Administration, Project Management, Engineering, Computer Science or a related field,
  • Certification in Project Management Professional (PMP) certification or equivalent,
  • Minimum of 7 years' experience with developing and implementing a PM program including 4 years as a project manager and 3 years as a project portfolio manager,
  • Proven experience in project management, preferably in a multi-project environment,
  • Significant familiarity with best practices in portfolio management as well as overseeing complex projects and operations,
  • Excellent verbal and written communication skills and experience in making presentations.
  • A demonstrated ability to systematically break down complex or multidimensional problems or processes
  • Strong understanding of project management methodologies, data analysis, tools and techniques,
  • Excellent strategic thinking, problem-solving, and analytical skills.
  • Exceptional organizational and time management abilities.
  • Strong interpersonal skills for effective team collaboration and stakeholder engagement.
  • Experience in training and coaching project teams.
  • Flexibility to respond to multiple tasks simultaneously, changing priorities and deadlines,
  • An ability to work independently

Additional Strengths:

  • Lean Six Sigma certification (Green Belt or Black Belt preferred)
  • Additional relevant certifications (e.g., Certified ScrumMaster, PMI-ACP)
  • Formal training and certification in change management is an asset, including a Professional certification in Change Management such as Certified Change Management Professional (CCMP)
  • Bilingualism (French and English)
  • General knowledge of some of the sectors regulated by the Commission.
