Position objectives: Provide support to the Department of Municipal Operations regarding the management, maintenance and construction of municipal infrastructure both field work and office work.

Summary of responsibilities: The incumbent of this position is responsible for the day-to-day management and coordination of work schedules of the unionized Operations team which consists of Equipment Operators, Mechanics and the Water System Operator. The incumbent also plans, coordinates and supervises maintenance operations, repair work on road infrastructures, municipal water supply system, snow removal operations and all other tasks related to the Town's municipal infrastructure in close coordination with the Engineering Department.

Tasks:

  • Along with the Working Foremen, the incumbent is responsible for planning and distributing tasks and supervising the Municipal Operations Department's staff, while ensuring the work is carried out according to the applicable standards or regulations.
  • Along with the Working Foreman, oversee the work schedule of the operations team and review all vacation requests and absenteeism to always ensure sufficient level of workforce. Coordinate overtime as required during special circumstances such as snowstorms or other major weather events, water main breaks, any other urgent situation which may arise.
  • Management of annual budget allowances for Operations related accounts such as Fuel Usage, Salt Usage, Equipment Repair Budget, Staffing/Overtime, various other Municipal Infrastructure repair budgets.
  • Coordinate and participate weekly Operations work-planning meetings with the Director, foremen and other team members as required.
  • Ensure the proper functioning of the Municipal storm and water infrastructure by managing the annual water system/hydrant flushing program, and responsible to develop a plan and priority map for the storm system cleaning/flushing program - outside forces are involved in both cases.
  • Participate in Operations vehicle and equipment fleet procurement including planning, development of tender specifications and evaluation of submissions.
  • Coordinate and chair monthly Operations Team safety talks, participate in safety committee and maintain facility Safety Board.
  • Receive and process Resident inquiries and comments related to municipal infrastructure.
  • Collaborate with Superintendent of Recreation for assistance by the Operations team with regards to special events, provision of barricades and signage for street closures, special multi-use trail maintenance requirements, etc.
  • Communicate with the Director when urgent situations arise such as water main break, assist in preparation and delivery of public communication/notices as applicable (boil-orders, etc.).
  • Ensure coordination between the Operations team and all other work performed on Town Infrastructure by outside forces (Capital Projects, Greater Shediac Sewerage Commission forces, Annual Contracts such as line painting, asphalt patching, crack seal filling, etc.).
  • Responsible for preparing/submitting annual Water Report (NB Dept. of Health requirement) and annual Salt Usage Report.
  • Responsible to keep a record of annual Salt Usage, prepare and submit annual salt usage report.
  • Management of access to the Operations Facility - including response to walk-up resident or other inquiries, management of key-card access holders and facility key holders.
  • Coordinate Temporary Water System installation(s) in collaboration with Water System Operator and Engineering Team on capital construction and re-construction projects as required.
  • Coordinate miscellaneous tasks such as weekly branch pick-up, minor landscape/sod repairs resulting from equipment damage, minor line-painting tasks, maintenance of municipal gravel roads, management of downed or damaged trees on Town Property and any other municipal infrastructure related circumstances which may arise.
  • May be required to assume supervising duties during the week and follow up with staff on duty on the weekend (if applicable) as well as coordinate certain emergency measures where supervision is needed.
  • Participates with the Director on hiring of new staff, exercises full authority over departmental staff and represents the employer as part of disciplinary measures in accordance with internal management policies.
  • Manage inspection program of all municipal infrastructure, including streets and sidewalks, storm, water to identify and oversee routine maintenance on all municipal infrastructure and equipment.
  • Performs other tasks as assigned or required by the Director of Municipal Operations and Engineering.
  • Reinforces and maintains positive work relationships with colleagues, other Town employees and the public by using customer service principles.

Education: Technical diploma in civil or municipal engineering or college or university degree in a field related to municipal facilities management. An equivalent combination of education and experience may be considered.

Experience: Must have 5 years of experience in supervising a municipal infrastructure and/or overseeing public services or in a related field.

Certification: Must be able to acquire the Drinking Water Treatment and Distribution Certification - Level 1 and Level 2 (according to the guidelines set out by the Atlantic Canada Water and Wastewater Voluntary Certification Program).

Knowledge:

  • Must be proficient in French and English, both spoken and written.
  • Well informed of practices, preventive measures, and applicable occupational health and safety laws.
  • Very good knowledge of project management principles, including the work distribution structure as a planning tool, cost control/containment, and the production of reports on complex and financially expensive projects.
  • Proficiency in Microsoft Office (Word, Excel, Outlook, etc.).
  • Solid understanding of the municipality's Standard Construction Specifications.
  • Familiarity of the municipality's water system operations and maintenance.
