Position Overview:

The City of Saint John is seeking qualified applications for the position of Technical Services Engineer (Junior) with Growth and Community Services. The successful candidate's objective is to support public health within the City of Saint John by ensuring all buildings, structures and properties are planned, constructed and maintained in accordance with all regulated requirements.

The successful candidate will promote voluntary compliance of municipal by-laws to ensure regulatory requirements are met by all stakeholders. He/she will help administer, enforce and ensure the integrity and relevance of current municipal by-laws.

Reporting to the Property Compliance Program Manager, this position will work with the following City programs: Dangerous and Vacant Buildings, Minimum Property Standards, and Community Standards.

Key Result Areas:

Ensure clear and correct communications of municipal regulatory information and promote voluntary compliance with by-law requirements by:

•reviewing and responding to correspondence and inquiries from internal and external stakeholders;

•providing assistance and information to various municipal departments regarding enforcement of city by-laws designated by Common Council;

•making appropriate recommendations regarding measures to minimize and control violations in the community;

•enforcing compliance through legal actions including the laying of charges for breach of by-laws under the department's jurisdiction;

•conducting inspections as required, preparation of reports and notifying affected parties with respect to requirements;

•formulating, implementing and periodically reviewing procedures, policies and regulations for by-law inspections and enforcement.

Ensure all requirements are met by all stakeholders by:

•gathering evidence and recommending corrective actions or enforcement actions pursuant to by-laws and legislation;

•preparing and prioritizing files recommended to legal department for action, providing information and support as required;

•providing assistance and information to various departments and the public regarding by-law enforcement and consulting with staff of other city departments to minimize and resolve issues.

Represent the department to other departments, government organizations and the construction community in regard to by-law interpretation, enforcement and maintenance and enhance the department's reputation and relevance by:

•responding to client and stakeholder concerns;

•acting as the department's representative to other municipal governments, various provincial departments and other agencies;

•participating in various municipal boards, committees, associations, and attending Council meetings and other meetings;

•appearing on behalf of the City of Saint John in court, as required.

Administer, enforce and ensure the integrity and relevance of current municipal by-laws and those that Common Council may enact by:

•maintaining familiarity with various provincial legislative acts and other relevant legislation and information as well as researching relevant Provincial legislation, recommending repeal or amendment of by-laws;

•conducting the necessary research required prior to the enactment of new by-laws and maintaining department policies and procedures manual based on this research as well as changing situations and priorities;

•providing information, reports and support to Council and interested parties attending their meetings, as required;

•providing by-law interpretation, supervision of by-law enforcement and maintenance of by-laws, codes and requirements;

•planning demolition of buildings;

•preparation of quotes;

•inspections and reports.

Enhance the ability of Growth and Community Services to fulfill its mandate by acting as a valued member of the leadership team.

Essential Qualifications:

Incumbents must have an undergraduate degree in engineering or science or a similar technical program from a recognized university. Practical knowledge and experience in the areas of codes and by-laws would be an asset.

New graduates are encouraged to apply.

Education:

Degree from a recognized university in Engineering, Science or a similar technical program.

Experience:

2 years experience at progressively higher levels of responsibility, scope and complexity in managerial, supervisory and administrative functions is preferred; however new graduates will be considered and are encouraged to apply.

Technical Skills:

In-depth knowledge of relevant city by-laws, ordinances and provincial legislation.

Proven managerial skill reflected in sound administrative abilities, attention to detail, sound conceptual thinking and an ability to work and achieve results in conjunction with others.

The successful applicant will be eligible to work a compressed work week of 4 days (Monday to Thursday) throughout the trial period of the City's recently adopted Compressed Work Week Trial. This schedule is subject to change.
