The Local Government Division is the primary point of contact between GNB and local communities. With a vision of fostering vibrant and sustainable communities, the division provides support and advisory services to local governments and regional service commissions and is responsible for the administration of Rural Districts (RDs). The division consists of two branches: Regional Collaboration and Planning, which includes the Regional Collaboration and Provincial and Community Planning Units; and Community Finance, Local and Rural Governance which includes the Rural Districts, Local Governance, and Community Finance Units.

The Department of Environment and Local Government provides integrated stewardship through planning and management of land use, and waste management issues. It ensures effective enforcement of, and compliance with, environmental legislation and regulations and provides effective consultation and liaison with local governments, regional service commissions and Rural Districts on governance related issues.

What you will do
As a member of the Rural Districts team, you will be responsible for the management and administration of services provided to rural districts. Your primary responsibilities will include:

  • liaising with various organizations and individuals including Rural District Advisory Councils, local governments, regional service commissions, Emergency Measures Organization (EMO) staff; fire service personnel, various community groups, staff of the Department of the Environment and Local Government and the public;
  • administration and facilitation of rural district services including fire protection, street lighting, solid waste collection and disposal, recreational services etc.;
  • preparing and monitoring annual rural district budgets and capital projects;
  • approval of all expenditures for services;
  • procurement of goods and services and negotiation and execution of contracts;
  • developing cost and service-sharing agreements with other rural districts and local governments;
  • providing consultative services to local governments and to regional service commissions;
  • supporting, coordinating and participating in emergency planning, response and recovery activities;
  • extensive travel throughout the region to meet with fire departments, stakeholders, Rural District Advisory Councils, EMO, other government departments, etc.;
  • overseeing the coordination of and facilitating a variety of public meetings as required;
  • evening and weekend work as required;
  • analyses of issues and preparation of briefing notes and other documents; and
  • other duties as assigned.

  • Standard hours of work: Monday - Friday, 8:15-4:30 (office schedule)

Essential qualifications
Bachelor degree in Business Administration or Public Administration, or a related discipline and a minimum of (5) five years of related program management experience, including experience providing services to the public, public policy development or budget preparation and administration of services on a municipal, regional or provincial level (i.e. solid waste management, fire service, police or emergency measures, transportation, etc.) and one (1) year of supervisory experience.

OR

High school diploma, with a diploma from a recognized post-secondary institution and a minimum of seven (7) years of related program management experience, including experience providing services to the public, public policy development or budget preparation and administration of services on a municipal, regional or provincial level (i.e. solid waste management, fire service, police or emergency measures, transportation, etc.) and one (1) year of supervisory experience.

Proficiency in working with Microsoft Office Suite, with particular emphasis on Excel.

An equivalent combination of education, training and experience may be considered.

Asset Qualifications
Preference may be given to candidates that demonstrate one or more of the following:

  • Demonstrated experience in public engagement;
  • Demonstrated experience in facilitating public meetings and group discussions;
  • Demonstrated experience in problem solving and conflict resolution.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

Operational Requirements

  • Class 5 Drivers License to support travel throughout the region;
  • Variable hours may be required

Wage
Pay Band 5: $2,450 to $3,422 bi-weekly, based on 36.25 hours per week
