The Climate Change Secretariat (CCS) plays an instrumental leadership role in ensuring that New Brunswick reduces its greenhouse gas (GHG) emissions and increases our resiliency and response to the challenges and opportunities presented by climate change. The CCS also focuses on initiatives related to education, awareness, and capacity-building and the CCS is responsible for the Climate Change Act and associated regulations. It is also responsible for the development of New Brunswick's Climate Change Action Plans and coordinates its implementation, tracking and reporting. The Secretariat works with government departments and agencies to ensure that actions on climate change are integrated with governmental policies, programs, and day-to-day decisions. The CCS also engages local governments and non-government partners and various stakeholders to increase knowledge and capacity while encouraging lower carbon and resilient investments and practices.

The Department of Environment and Local Government provides integrated stewardship through planning and management of land use, and waste management issues. It ensures effective enforcement of, and compliance with, environmental legislation and regulations and provides effective consultation and liaison with local governments, regional service commissions and Rural Districts on governance related issues.

What you will do?
The Department of Environment and Local Government is seeking an individual to join the Climate Change Secretariat as Executive Director in Fredericton.
Reporting to the Deputy Minister, the successful candidate will provide leadership to a team of professionals within the Climate Change Secretariat and provide expert advice to Government and senior leaders on matters related to climate change affecting New Brunswick.
The Executive Director is responsible for leading extensive communication and collaboration across the provincial government, other levels of government (federal, provincial and municipal) and with external stakeholders in support of New Brunswick's climate priorities.
The Executive Director leads and directs the three units within the Climate Change Secretariat:

  • Regulatory and Strategic Climate Initiative Section, which is responsible for planning, coordinating, and implementing climate change policies and programs including carbon pricing and NB's Output Based Pricing System; enforcing the Climate Change Act; tracking and reporting on the implementation of the Climate Change Action Plan, and administering the Climate Change Fund;
  • Adaptation Section, which is responsible for building climate resilience through facilitating public education and awareness; conducting research and developing tools, resources, and programs; and working with a broad range of stakeholders in areas of economic, social and environmental importance; and
  • Greenhouse Gas Mitigation Section, which is responsible for understanding the current state of New Brunswick's greenhouse gas emissions for all sectors of the economy (electricity, industry, transportation, oil & gas, buildings, waste, agriculture and forestry); assessing the desired decarbonized future state; putting in place a host of mitigationpolicies, guidelines and measures to achieve the desired result; and monitoring progress and reporting results.

For all of these sections and areas of focus, the Executive Director is responsible for leading and directing strategic planning; directing, overseeing, and reporting on the execution of plans; developing and maintaining critical relationships with critical stakeholders; leading and directing strategic initiatives; and managing financial and human resources.

Essential qualifications

  • A bachelor's degree in Biology, Environmental Resource Management, Public Administration, Political Science, Engineering or other related field and a minimum of ten (10) years of progressively responsible related work experience, including management of relations with stakeholders (both internal and external) and at least (3) years of management experience in a complex operational environment involving responsibility for human and financial resources.

An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English and French is required. Please state your language capability.

Wage
Pay Band 9: $4,482 to $4,933 bi-weekly, based on 36.25 hours per week
