Halifax Public Libraries invites INTERNAL and EXTERNAL applications for the full-time, permanent, Payroll Coordinator position as a part of the Human Resources team located at the Alderney Gate Public Library.


This is a unionized position. Preference will be given to internal applicants from the NSUPE Local 14 bargaining unit

POSITION SUMMARY
The Human Resources Team, works closely with all employees and teams across the organization delivering multiple programs and services: HR Services (including payroll); Learning and Development; Wellness, Health & Safety; and Employee and Labour Relations. You will be part of a collaborative team, working in a fast-paced environment adhering to tight payroll deadlines.
Under the direction of the Senior Human Resources Partner, the Payroll Coordinator is responsible for carrying out system-wide payroll functions to ensure all employees are paid and deductions are entered accurately, according to the current collective agreement, policies, procedures and legislation.


KEY RESPONSIBILITIES
As a Payroll Coordinator at Halifax Public Libraries, you will:

  • Process the bi-weekly payroll by ensuring that all necessary timesheet/payroll data is received, analyzed, calculated, audited and entered in the payroll system in accordance with the collective agreement and conditions of employment
  • Investigate and resolve employee payroll concerns and responds to inquiries from employees and outside agencies
  • Perform multiple audits and investigate all data in the payroll system to ensure data integrity, take corrective action as necessary
  • Compile data/prepare reports and respond to requests and respond to requests from internal and external contacts
  • Reconcile terminations, retirement, and leaves of absence for recovery of earnings, overpayments, garnishments and advance pays
  • Monitor and adjust leave entitlements such as vacation, sick leave, lieu time, and purchased leave to ensure employee entitlements are accurate
  • Set up new employees and positions in the payroll system consistent with terms and conditions of employment
  • Maintain payroll related documentation, tracking sheets and files
  • Make recommendations to payroll procedures relating to process improvement and ensure processes are documented
  • Seek and attend training and professional development opportunities to stay current on changing payroll legislation, practices and technology
  • Compile, analyze and authorize Records of Employment ensuring compliance with Service Canada requirements
  • Provide support to the People and Culture team, including preparing HR correspondence and employment related letters
  • Display, promote and perform work duties in a positive and safe way and display safety awareness at all times


DO YOU HAVE WHAT IT TAKES?
Education and Experience:

Completion of two (2) years post-secondary education & two (2) years related experience

OR

Completion of Grade twelve (12) or equivalent & four (4) years related experience

  • Intermediate to advanced knowledge of and experience with computer applications:

  • SAP/HR or computer based payroll systems
  • Intermediate technology skills:
  • Willingness to learn and experiment with additional tools and technologies
  • Willingness to support others in learning technical skills and concepts
  • Knowledge of payroll and employment legislation and requirements, EI, wcb, Canadian Payroll, Canada Revenue Agency, and Service Canada and Privacy regulations/legislation

Assets:

  • Experience working in a unionized environment
  • Knowledge of collective agreements and Pension & Benefits plans
  • Payroll Compliance Professional (PCP) designation or equivalent
