Under the direction of the Assistant Manager of the Water and Sewer Division, the incumbent is responsible to provide assistance of a technical nature to the Manager, Supervisor and the other Foremen of the Water and Sewer Division and its Customers. This Foreman will be responsible for design review of plans, field coordination of all water and sewer infrastructure renewal projects and identification and coordination of all the Division's capital project obligations, continuing implementation of the Division's digitization strategies (development and maintenance of GIS based applications) and will be the lead person for water and sewer related surveying obligations. The individual will also be part of the team that manages Operations staff and activities, to include, but not limited to hydrant repairs and inspections, administration of the uni-directional flushing program, fire flow testing, gate valve replacement prioritization, and support to the Operations Foremen for vacation fill in as required. Supervisory emergency afterhours standby for the Water and Sewer Division will be required. The successful candidate will be required to obtain a Class 3E New Brunswick Driver's License within one year of being awarded this position

Position Summary:

  • Design review for all capital project plans.
  • Coordination of all in-field water and sewer capital project activities: Liaise with contractors and consultants, schedule all necessary capital project related work.
  • Address issues as they arise, or as directed by the Supervisor of the Water and Sewer Divisions.
  • Develop and maintain all Water and Sewer GIS databases.
  • Lead the initiative to digitize Water and Sewer forms, timesheets, gate valve ties, water box measurements, etc.
  • Ensure adherence to appropriate standards
  • Manage hydrant repairs, inspection, and maintenance
  • Maintain accurate and current database of all hydrants related and flushing activities.
  • Manage the uni-directional flushing program.
  • Develop prioritized gate valve replacement schedule.
  • Schedule and coordinate fire flow, sprinkler, and hydrostatic pressure testing.
  • Assist other Managers of the Divisions with staff orientation and training
  • Assist maintenance crews in handling public complaints

Education and Experience:

Graduation from an Engineering Technology Program (or approved equivalent combination of education and experience), a minimum of five (5) years experience in water and sewer utilities operations and maintenance, water metering programs, and experience with inventory procurement; Safety training (eg. WHMIS, First Aid, Confined Space); sound knowledge of supervision; sound knowledge of technical aspects of the job; Requires possession of a valid Class V driver's license.
