osition Overview:

The City of Saint John is currently seeking a Growth Officer. The incumbent will play a leading role in the implementation of the City's strategic growth plans including the Saint John Immigration Strategy and provide support to the City's numerous growth initiatives. Housed within the Growth and Community Support Services Department of the City of Saint John, and under the direct supervision of the Growth Manager, this position will be a champion for growth and economic development in Saint John.

The role requires an ability to forge strong working relationships with stakeholders internally and externally in the City of Saint John, along with associated agencies. This role will also be responsible for managing budgets and accounts, consultancy contracts and financials, developing policies, project management, and autonomous decision-making.

Key Responsibilities:

•Project manage the Succeed and Stay Immigration Strategy and lead or support related growth initiatives and catalytic projects for the City of Saint John including improving post-secondary enrolment and student retention, population growth and settlement, and supporting the talent pipeline;

•Manage budgetary responsibilities for all assigned initiatives including forecasting, conducting budget analysis, and frequent budgetary reporting;

•Actively participate in community partnerships pertaining to population, talent and post-secondary enrolment growth, which includes acting as a primary municipal representative on the Saint John Local Immigration Partnership and relevant working groups;

•Oversee, develop, and maintain an inventory of growth materials and resources managed by the City of Saint John such as updates to the corporate website, maintaining neighbourhood profiles, updating and distributing the City's New Resident Guide, and managing the creation of promotional materials positioning Saint John as a place to live, work, and study;

•Act as the primary liaison with Ethnocultural groups within the City of Saint John and administer the Ethnocultural Small Grant Program, which includes budgeting, reporting, fund distribution, and being accountable for success outcomes;

•Managing initiatives and projects to increase newcomer settlement and retention rates while fostering connections between new and existing residents to improve integration outcomes.

Other Job Functions:

•Identifying funding sources to support actions within the City's immigration strategy and to help propel growth initiatives for the department;

•Support, prepare, and deliver presentations and updates on the delivery of the immigration strategy as well as other growth and economic development initiatives;

•Work with various partners to manage and conduct relevant data analysis and research including but not limited to population and labour force projections, immigration trends, and enrolment data;

•Manage marketing and communication plans with associated budgets related to actions as identified in the immigration strategy, and provide support to select growth initiatives;

•Position the City of Saint John as a welcoming and inclusive community while strengthening the link between newcomers, community stakeholders, and City Hall;

•Enhance the ability of the Growth and Community Support Services team to drive a Growth agenda in Saint John and manage other related tasks and initiatives as assigned.
