Halifax Water is currently recruiting one (1) Regular, Full-Time, Procurement Officer in the Corporate Services Department. Procurement Officers are key members of the Corporate Services Department, responsible for contributing to the Utility's overall success by providing prompt and professional service that leads to a world-class customer experience. In Procurement, we ensure an open and fair process that maximizes competition to obtain the best value.

Responsibilities

As the Procurement Officer, you are responsible for and/or contribute to the strategic sourcing of goods, services, and construction, which are to be conducted in accordance with applicable federal, provincial, municipal, and corporate policy, laws, rules, and regulations. You provide the knowledge and expertise required to guide the public procurement process while seeking unique, creative, sustainable procurement solutions for complex business needs. You will help identify opportunities to achieve sustainable cost savings through stakeholder engagement, spend analytics, and market intelligence. You will engage in procurement planning with user departments, ensuring short-term and long-term strategic procurement goals are met.

Qualifications

To be successful in his role, you will have a university degree preferably in business plus a minimum of three (3) years of directly related experience in public procurement, with an emphasis on public tendering, bid evaluation, contracting and contract management. Experience with a computerized purchasing system, such as Cayenta, eProcurement, materials management would be an asset. We will consider an equivalent combination of formal education and experience may be considered.

You also must have the following skills or work experience:

  • Demonstrated end to end previous experience in RFx (RFPs, RFQs, RFIs, etc.) development and process, specifically in writing of solicitations, specification review, Best Value evaluation process and contract development, negotiations, and contract management.
  • Experience with an ERP purchasing system, eProcurement bidding solution and materials management would be an asset.
  • Ability to identify, manage and mitigate risks and disputes that could result in legal action or have the potential to create the perception of distrust in the Procurement Process.
  • Advanced demonstrable time management and organizational skills.
  • Ability to adapt rapidly to changing circumstances and environments.
  • Ability to confidently manage and facilitate meetings with both stakeholders and vendor industry (In-person and virtually).
  • Excellent skills with the Microsoft Office suite especially Excel, Word, and Adobe.
