PAL Aerospace is partnered with SkyAlyne who has been named by Canada as the preferred bidder for the Future Aircrew Training (FAcT) Program, which is our next generation pilot and aircrew training program for the Royal Canadian Air Force (RCAF). The scope of the FAcT Program includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers (ACSO), and Airborne Electronic Sensor Operators (AES Op) to meet the future aerospace requirements of the RCAF. In collaboration with the Government of Canada, SkyAlyne and several of its major Canadian subcontractors will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more.

This Program will be a 20+ year contract and will be managed from the National Capital Region (Ottawa), with one of its main operational locations in Winnipeg, MB.
The scope of the FAcT Program contract includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers, and Airborne Electronic Sensor Operators to meet the future aerospace requirements of the RCAF. In collaboration with the Government of Canada and several major Canadian subcontractors, SkyAlyne will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more.
PAL Aerospace is searching for an experienced Chief Pilot to join our team in Winnipeg, MB. As part of this contract, PAL Aerospace will provide flight operations with three (3) missionized DHC Dash 8-400 (P4) at 402 Squadron in support of the RCAF ACSO and AES Op training operations. Duties and Responsibilities:
- The Chief Pilot, responsive to CO 402 Sqn through the Contractor for the Operational Airworthiness Clearance of the FAcT flying Program at 402 Squadron.
- Manage and supervise the Contractor MSAT pilots.
- Responsible to manage certification of the Flight Dispatch Personnel and assist with Squadron Operations accreditation requirements.
- Responsible for the overall operation of the Flight Operations with direct administrative, functional, and technical responsibility for issues or operational control as performed by the Operational Control (Flight Dispatch) organization.
- Fly as a qualified MSAT pilot to support ACSO, AES OP and FIC training, including all associated activities to support the instructional mission and execute the duties of Aircraft Commander for instructional missions and pilot currency flights.
- Maintain the training and standards records of the MSAT pilots.
- Conduct the pilot category proficiency and upgrade checks on the MSAT pilots, as required.
- Fill the position of a pilot subject matter expert to support the FAcT ramp up plan and transition-in activities up to Ready for Training (RFT) and Training Steady State (TSS) such as schoolhouse stand-up activities, Operational Readiness Trials (ORTs) and Field Trials (FTs), supporting courseware development, Operational Test & Evaluation (OT&E) and customer acceptance activities, as well as participate in the Integrated Test Team (ITT) working group.
- Responsible to manage certification of Squadron Operations accreditation requirements.
- Participate in Wing, Squadron and Flight-mandated briefings, participate in Progress Review Boards and Instructor Reviews, as required.
- Travel required.
Required Experience:
- Detailed knowledge, gained by formal training and work experience, of the DND operational airworthiness rules and standards (RCAF Aerospace Warfare Centre (RAWC), Operational Test and Evaluation (OT&E) Course, or equivalent).
- Detailed understanding of all Chief Pilot responsibilities, including the DND Airworthiness Review Board (ARB) process.
- Military flying experience within the last 10 years with an acceptable PLAR.
- Minimum of 2 years of experience in a Flight Standards and Evaluation section or working in a Flight Test and Evaluation unit, with progressively more responsibilities; and a minimum of 500 Pilot in Command flight hours.
- Minimum 3 years related supervisory experience within a flying unit or air service whose flight operations are similar in size and scope.
- Prior Chief Pilot experience.
Medical Requirements:
- An unrestricted TC Category I Medical.
- Before starting the FIC Phase 2 (Conversion) and every two years thereafter, meet RCAF pilot standards on the following medical examinations:
- HbA1C, CBC, Lipids, Triglycerides.
- Ophthalmological Exam using DND form 2776.
- Audiogram, to include speech discrimination testing if below DND H2 hearing standard.
- Other tests as required by the RCAF Flight Surgeon.
Qualifications:
- If English is not the person's primary language, he/she must pass the TOEFL with "advanced" results in reading, listening, speaking and writing.
- Aircraft Captain Qualification.
- Must be flexible to work all shifts and adapt to fluctuations in shift times due to operational and/or unforeseen situations.
Desired Experience/Qualification/Training:
- Military or professional test flying experience within the last 10 years.
- Experience on the DHC Dash 8 400 is considered an asset.
- Completion of RCAF Instrument Check Pilot Course is preferred.
- CAF Joint Command and Staff Program (JCSP), or equivalent, qualification.
- Competent in the use of MS Office.
- Bilingual or Second Language profile of BBB is considered an asset.
- Foster partnership and business relations with key stakeholders.
