Reporting to the Operations Manager, the Maintenance Supervisor oversees the allocated financial, contracted, and human resources to achieve housing authority client service, maintenance, renovation, and loss prevention program objectives. Responsible for the development, monitoring, and adherence to operational procedures and standards, hiring, selection, scheduling, and performance management while ensuring services are delivered in an efficient and effective manner.
- Maintains client service excellence making the tenant experience the primary objective by solving problems, adhering to, and promoting performance standards, soliciting, and responding to client feedback, engaging in respectful and timely communications, and fostering professional and respectful relationships with Client Services staff.
- Executes effective delivery of programs and projects by: meeting Key Performance Indicators that measure progress and success; monitoring and controlling outcomes; measuring, financial forecasting, and communicating status; empowering and holding employees accountable; assisting with project scope development; using best practices in sourcing estimates; adhering to procurement policy in acquiring goods and services; administering contracts and inspecting deliverables for compliance before recommending payment or acceptance.
- Oversees operational efficiency, and economy by meeting Key Performance Indicators of operational costs such as: work order compliance; achieving unit turnover targets; conducting appropriate inspections of buildings and systems.
- Safeguards human, financial and all property assets by: meeting Key Performance Indicators to demonstrate accountability; measuring effectiveness; implementing and enforcing preventative, emergency and regular maintenance programs and risk assessments; ensuring full compliance with environmental, safety, and health legislation and internal policies.
- Ensures the effective management of human and financial resources by: setting and evaluating staff performance targets; promoting diversity and a healthy, respectful workplace; demonstrating the leadership competencies; respecting corporate human resources practices; promoting teamwork and individual development; and maintaining internal communications.
- Certificate of Qualification under the Apprenticeship and Tradesman's Qualifications Act of the Province of Nova Scotia or interprovincial certification (Red Seal Journeyperson certification) with at least three years' supervising diverse employee groups, including non-unionized and unionized staff.
- Experience in inspection of single and multi-unit residential construction, as well as a thorough knowledge of, and competency in, the interpretation and application of various building regulations and codes is required.
- Good knowledge of building construction and maintenance repairs with specific knowledge of plumbing, carpentry, and electrical systems with ability to read blueprints.
- Good knowledge of planned maintenance procedures as well as an awareness of building codes, municipal by laws, Provincial Acts and Regulations such as Workers' Compensation Act, Occupational Health and Safety Act and appropriate fire regulations and the Collective Agreement.
- Sound knowledge of janitorial and grounds keeping practices and procedures.
- Competency with desktop applications such as Microsoft Office.
- Administrative and organizational skills are required to plan work schedules and execute preventive maintenance programs.
- Possess a valid Nova Scotia driver's license with access to a reliable vehicle for work purposes.
Assets
- Yardi Property Management software experience.
- Possess current Emergency First Aid and WHMIS certifications.
