We are looking for a Delegate who will workwith the Country Representative in the implementation of the cash and voucher related activities under the 3 Haiti program. This role will support the initial building of the CVA technical component for our 3 programs in Haiti. A priority will be the 12-month GAC funded COVID project due to the short duration of the activities. This role will also support the implementation of CVA components of other two 2-year programs running until 2023: the Recovery program (in Pestel), and Urgences-Santé project in 2 communities of Port au Prince. Further, this position will significantly contribute to building capacity in CVA programming in Haiti, working with local junior staff.
As a Delegate you will:
- In consultation with the Country Representative, prepare a work plan for Cash and Voucher Support for Basic Needs, Shelter and Livelihoods with deadlines and follow the deadlines strictly.
- Lead the cash feasibility assessment considering the needs, priorities and preferences of affected population, the market conditions, the government policies, the available payment mechanisms, the NS organizational capacity, and other relevant key criteria using the RCRC guidance and existing tools and templates for cash feasibility.
- Be the focal person for Cash and Voucher related issues with the Financial Service Providers (FSP)/Vendors. Ensure that the needed agreements with the FSP/vendors are in place, updated and revised as the needs arise.
- Coordinate with the Livelihoods, Shelter and CEA Officers regarding cash and voucher transfers to the beneficiaries of the Livelihoods and Shelter Projects.
- Lead the preparation of regular and comprehensive project reports, Operations update, Case Studies, Lesson Learnt, Pledge Based Reports and the proposals for any new CVA project/funding.
- Carry out any necessary assessments, beneficiary targeting and registration, and distributions of cash and voucher assistance to the identified beneficiaries of the program.
- Support in the organizing and conduct of trainings for staff, volunteers and the beneficiaries of the project.
- Participate in CVA Baseline, Procurement, Monitoring and Evaluation and other programme related visits. This includes setting up programme implementation mechanisms, service provider coordination, coordination with the NS and CRC and IFRC procurement unit and field teams.
- Contribute to strengthening the technical capacity of Haitian Red Cross personnel to carry out cash voucher assistance activities.
- Provide technical support and guidance in the cash voucher assistance of CRC projects in Haiti
- Demonstrate an awareness of and commitment to upholding security plans and practices in fragile environments and conflict zones.
- Foster teamwork by engaging in professional exchanges of experience and expertise across programs/regions and by participating in interdepartmental tasks as assigned.
What we are looking for:
- Graduate degree preferably in humanitarian field, sociology, disaster management, project management.
- CVA training is required and at least 5 years of implementing CVA activities
- Strong understanding of topics related quantitative and qualitative data collection, management, and analysis, including familiarity with surveys and statistical methods.
- Experience building organizational capacity, developing training, and facilitating learning related to cash voucher assistance practices and procedures.
- Minimum five years of work experience with an international humanitarian organization, preferably in both international development and humanitarian settings.
- Prior experience working with the Red Cross Red Crescent Movement is preferred.
- Demonstrated experience building relationships with multiple stakeholders.
- Experience in Haiti is a strong asset
- Fluent in French is a strong asset
Working conditions:
- Full vaccination against COVID-19 is mandatory for this position and operation (the CRC will however adhere to its duty to accommodate those who are unable to be fully vaccinated for a reason related to a human right protected ground)
- Living conditions with intermittent electricity, internet, and other basic services.
- Issues of access and mobility due to proximity to disaster affected areas.
- Long hours in demanding emergency situations with limited resources.
- Underdeveloped legal frameworks and institutions to enforce the rule of law.
- Limited or non-existent access to healthcare in remote areas.
- While the CRC supports a safe working environment and comfortable accommodations, delegates must be aware of and responsible for their own personal safety and that of employees under their supervision.
- Work may necessitate physical requirements, including the ability to set up, stock, and pack down a field hospital, lift supplies up to 25kg, and stand or travel for long periods.
- Ability to work in a high risk, fluid, and evolving situation and under stressful and ambiguous conditions may be required due to the dynamic nature of emergencies.
- Ability to be medically cleared for travel in accordance with CRC medical criteria.
