Mawiw Council Inc. is one of approximately 80 tribal councils in Canada. It is a non-profit corporation governed by a Board of Directors comprised of Chiefs of partnering First Nations: Elsipogtog, Neqotkuk and Esgenoôpetitj. As a tribal council, Mawiw is mandated to provide capacity building services to its three First Nations. Our organization receives core funding from Indigenous Services Canada (ISC) and project-based funding from a number of federal, provincial and other sources.
Core Competencies
The Emergency Preparedness Coordinator will be responsible for working with member First Nations to create and update emergency management plans that encompass the five phases of emergency management, namely: prevention, mitigation, preparation, response and recovery. The Emergency Preparedness Coordinator will also facilitate the development and coordination of emergency management preparedness within the Mawiw Council organization.
• Work with member First Nations to identify their emergency management needs;
• Work with communities to conduct risk assessments
• Work with member First Nations to support the development of emergency management plans at the community level that are consistent with 'industry' standards
• Work with member First Nations to test their emergency plans, including tabletop exercises
• Support member First Nations in executing their emergency management plan in times of crisis
• Assist in the debriefing process and the updating of local emergency management plans after a crisis has occurred so that the emergency management plan is continually updated and current (based on actual experience)
• Coordinate and lead the implementation of Mawiw's emergency management plan and the operation of an emergency operations centre during an emergency
• Facilitate the debriefing process and the updating of Mawiw's emergency management plan after a crisis has occurred to ensure the plan is current and responsive
• Manage and coordinate all emergency management training and exercises that can be undertaken across all Mawiw First Nations to take advantage of economies of scale, including tabletop exercises
• Coordinate emergency preparedness capacity building among Mawiw and First Nation staff, including, not limited to holding information sessions, disseminating educational resources, promoting individual preparedness and awareness, presenting at or participating in community events, attending conferences and training events, etc.
• Work with member First Nations to promote individual awareness so that individuals are more aware of what they can do to be better prepared (including the compilation of emergency kits for homes)
• Build strategic relationships among member First Nations vis a vis emergency management
• Consults, engages and works with other communities to identify promising practices in emergency preparedness
• Create strategic partnerships with external communities, governments, industry, emergency
responders, and emergency management organizations
• Promote communication and information sharing across member First Nations
• Communicate with Mawiw Council's Executive Director and Board of Directors
• Represents Mawiw on matters related to emergency preparedness
• Prepare annual work plans with detailed budgets
• Complete reports, as required, and comply with all Mawiw Council Inc. standard operating procedures and policies
• Experience working with First Nations;
• Fluency in Mi'gmaq and/or Maliseet (would be an asset)
• Knowledge of emergency management, including processes, policies, laws, and regulations
• Certification in emergency management, a Bachelor's degree in emergency management and/or at
least 2-3 years of relevant work experience
• Knowledge of provincial emergency measures organizations and available services to support First Nations during emergencies and crisis management
• Effective communication skills
• Ability to develop positive relationships with stakeholders, partners, and interest groups
• Strong computer skills (MS Office)
• Ability to work independently while also being a team player
• Ability to work well in stressful situations; to be decisive and make difficult decisions
• Strong project management skills
• Willingness to travel
• Ability to work flexible hours
• Commitment to maintaining confidentiality
• Possession of a valid driver's license and access to a reliable vehicle
Home-based office can be in various Mawiw office locations, based on the candidate's place of residence. Must be willing to travel throughout the province. Must be able to work days, and some evenings and weekends (will need to be available for meetings with government, stakeholders, teleconferences). Criminal record check required.
