Background Information
Supporting the Ministry of Transportation (MTO) and the Ministry of Labour, Immigration, Training and Skills Development (MLITSD), the Labour and Transportation I & IT Cluster is expanding on its digital and data transformation journey through innovation, data sharing, modernization of its legacy IT systems and modernized business processes creating more choice through on-line digital channels. The ministry will continue to leverage digital and data assets more effectively to meet expectations of modern clients, while taking clear steps to protect people's online privacy, rights and the adoption of emerging technologies that leverage data.
  • MTO Data and Information Services (MDIS)
  • MDIS establishes the foundation for an organization that is data-driven, innovative, client focused and future ready. MDIS will empower MTO to capitalize on existing data and improve information sharing with stakeholders.
  • MDIS compliments Ontario's Digital and Data Strategy, which is intended to explore new opportunities for the use of MTOs data assets across the province.
  • MDIS has adopted an Agile, product-centric approach to delivery of products and services.
  • The implementation and outcomes for the strategy are dependent on the activation of new or enhancement to existing Ministry capabilities. The MTO Data and Information Services defines capabilities that are necessary to realize the MDIS outcomes,
  • This Action Plan document expands on these capabilities, defining specific goals, benefits, and approaches to activate these capabilities for MTO. These capabilities are being iteratively activated over specific strategic time horizons following executive approval. Iteration allows for adjustments, integration with other parallel capability activations, and provides responsiveness to evolving business priorities goals and MTO Organizing for Success initiatives.
  • The ministry requires a Coordinator to support and coordinate various streams of work to support the expansion of data and information services and analytics across both client ministries including monitoring timelines and maintaining MDIS schedule.
Responsibilities/Assignment Deliverables
  • Working with the MTO MDIS Spokes, MDIS Hub, LTC representatives, and other identified individuals within MTO. The Data Custodian has the following key responsibilities:
  • Support & assist lead data stewards, data owners and data stewards from the Spokes/Divisions to define & manage the business glossaries, assets & metadata in Purview.
  • Support the administration & operation of Purview including managing the collections, asset scans, workflows, data lineages, classifications etc.
  • Assist onboarding/refreshing data to MDIS Platforms & maintain an inventory of sources and target locations for the data brought into MDIS Platform.
  • Monitor the operation of Purview to ensure safe & proper custody, transport, and storage of data assets and metadata with support from the Operations team.
  • Support & assist data architects, data modelers, data science developers or DBAs from the data delivery teams to develop data pipelines & analytical data models to meet Business needs.
  • Provide administration support to coordinate user access, backup and recovery activities & schedules on MDIS Platform.
  • Monitor the MDIS Platforms on data availability, data storage and data security per data governance/security rules.

Skill Set / Experience Required
  • Experience providing program co-ordination support for a large, diverse program with an established data services framework
  • Experience with identification of risk events and issues before they occur so that proper mitigation strategies can be developed
  • Experience with co-ordinating and contributing to reporting and briefing materials
  • Experience with creation of diagrams to visualize and specify requirements and/or concepts
  • Experience with advising on business analysis policies, processes, best practices and standards
  • Excellent analytical, problem-solving and decision-making skills
  • Strong interpersonal skills capable of maintaining strong relationships
  • Strong presentation, verbal and written communication skills
  • Solid organization and multitasking skills
  • Ability to pay attention to detail and think ahead

Data Management Skills (40%)
• Demonstrated ability to manage and maintain large amounts of complex data
• Experience with data governance, security, and retention policies
• Knowledge of data quality, profiling, and cleansing techniques
· • Familiarity with industry tools and technologies for data cataloging, in particular Azure Purview Technical Proficiency (35%)
• Experience with Data Modelling
• Experience with Data Warehouse and Data Lake technology and Azure Analysis Services
• Strong understanding of data architecture and related technologies (e.g. Synapse, Databricks, Azure Data Factory, CI/CD Pipelines, and DevOps)
• Proficiency in programming languages typically used in data management (e.g. SQL, Python, R, Stored Procedures, Logic Apps, Power Apps)
• • Experience with Azure cloud-based data management solutions Communication and Collaboration (15%)
• Ability to work collaboratively with various stakeholders, including data users and other IT professionals
