Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work.
Position Summary
The Solution Architect supports a variety of applications, services, and systems including creating new application services and adapting existing ones to expand functionality as well as providing application support and maintenance support. This position will be involved in multiple concurrent projects that require deep technical skills and will be required to provide on-call after hours support when needed
This position is designated as a Grid Level 32, with a range of $121,092 - $139,245 per year. This includes a Temporary Market Adjustment Adjustment (TMA) of 11.8%.
Primary Duties:
- Anticipate obstacles and think through the likely impact of the alternative proposals/solutions.
- Provide application and database design consulting expertise, direction, and assistance to other team members.
- Document and develop in-depth knowledge of the application/s and security components.
- Develops architecture and security strategy plans and roadmaps based on sound enterprise architecture practices.
- Maintain deep knowledge of the product architecture and of the technologies used.
- Quickly assess multifaceted problems and complex situations.
- Recognize patterns and distinguish the root cause.
- Anticipate obstacles and think through the likely impact of the alternative proposals/solutions.
- Analyze and interpret data and draw inferences.
- Track developments and changes in the digital business to ensure they are adequately addressed in architecture and security strategy plans and updates artifacts.
- Develops and maintains a detailed understanding of service solution platforms, configurations, interfaces, and supporting infrastructure environments.
- Supports the ongoing maintenance and operations of existing solutions.
- Maintains existing and proposed solution architectures and infrastructure delivery models and documents.
- Manages system configurations and participates in infrastructure design, change, and maintenance to assure effective, reliable, and secure delivery of services.
- Report updates proactively.
- Maintain technical documentation of the solutions.
- Escalate issues in a timely manner.
- Ensure closure and resolution of the same.
- Build checks in the team to ensure timely escalations.

- Ensures design and development policies are adhered to.
- Develops architecture and security strategy plans and roadmaps based on sound enterprise architecture practices.
- Maintains deep knowledge of the product architecture and of the technologies used.
- Maintains technical documentation of the solutions.
- Documents and develops in-depth knowledge of the application/s and security components.
- Is accountable for architectural deliverables.
- Oversees developments and changes in the digital business to ensure they are adequately addressed in architecture and security strategy plans and updates artifacts.
- Reports updates proactively.

- Builds checks in the team to ensure timely escalations.
- Identifies key and high-risk components.
- Works with leadership to assist with financial planning and management.
- Participates in planning of software maintenance releases.
- Assists in the preparation of documents in support of procurement of goods and services.
- Represents Information Technology at advisory and user group meetings.
- Other duties as assigned.
- Relevant degree or diploma from a recognized university or college in technology, with structured training in architecture and solution delivery from industry-recognized authorities is required.
- 10 plus years of related, progressive experience in senior technical roles; 3 or more years' experience leading a team of IT professionals.
- 5+ years' experience architecting technical solutions, ensuring the design, development, implementation, and management of distributed applications, databases, and networks is required
- Experience working in solution delivery role, or an equivalent combination of education and experience is required
- Experience with DevOps principles, processes and tools including IaC, configuration management, CI/CD and orchestration as well as experience in Agile development and continuous delivery environments.
- AWS, Azure, or google certifications or other external, industry-recognized architectural certifications is an asset.
- Understanding of government compliance, security frameworks and regulations is an asset
- Strong knowledge of SDLC methodology and Agile framework.
- Experience working in a government environment and in the health industry is an asset
- Excellent verbal and written communication skills is required
- An equivalent combination of education and experience may be considered.
- Experienced in Ci/Cd tools, Agile management tools: E.g.: Ansible, Jenkins, Git, Bitbucket, Github, Jira, MS DevOps, Confluence, MS SharePoint…etc.
- Experienced in object-oriented, UML, network, and system modeling using Visio or other tools.
- Experience delivering distributed application services via cloud or hosted infrastructure.
- Experience with Linux and Windows operating systems and system administration.
- Experience in managing multi-tier distributed applications.
- Experience supporting environments for full stack application development.
- Experience with maintaining and supporting SOA middleware.
- Knowledgeable with container-based orchestration such as Kubernetes.
- Knowledgeable delivering single page applications using JavaScript frameworks (AngularJS, Node.js, Vue.js).
- Knowledgeable with API service management.
- Knowledgeable e administering and managing Identity and access.
- Knowledgeable managing, integrating, and utilizing service API's and data services.
- Knowledgeable with ActiveBatch Job Scheduler or similar scheduling tools.
- Knowledgeable in multitier, microservices, message oriented, or SOA architectures.
- Knowledgeable in data processing models OLTP and OLAP.
- Knowledgeable Java for middleware development and SQL database languages.
- Knowledgeable of automated testing tools.
- Solid understanding of HTML, CSS, and JavaScript including a strong understanding of modern web design development principles, such as responsive design, progressive enhancements, vulnerability assessment and mitigation.
