Job Description:
Responsibilities:
  • Provide project management for the Immunization Repository Consolidation a large scale, complex, high profile and high-risk client I&IT initiative.
  • Ensure project deliverables meet clients business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with client project management methodologies and frameworks.
  • Interact with senior staff within the ministry and with external partners and manage relationships.
  • Lead organizational development, strategy development, business planning, and ministry funding requests.
  • Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan.
  • Identify team members in various disciplines, clarify roles and responsibilities, and set task/ deliverable/performance expectations for resources that are both client unionized employees, as well as Fee for Service (FFS) consultants.
  • Resolve resourcing and inter-personal conflicts, negotiate changes to resourcing, ensure knowledge is shared among team members so that project objectives and deliverables are met.
  • Develop complex project budgets based on multiple funding channels and cross-ministry dependencies.
  • Effectively manage large project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.
  • Use ministry project management tools for recording and reporting project/program data.
  • Participate in team meetings.
  • Create/update Integrated Project Management Plan (IPP), adjust and update IPP as per change requests.
  • Perform reviews of schedule, variance analysis, adjust leads and lags, and revise schedule.
  • Manage and monitor project progress, critical path activities, and report on slippage.
  • Create overall project status and project progress reports for project executives and stakeholders.
  • Identify and manage issues, review issue status, and produce issue logs.
  • Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed.
  • Articulate and prioritize issues and risks at senior executive levels, and recommends mitigation strategies for decision makers.
  • Review change requests, and prepare change requests report to be reviewed by Change Control Board, and adjust integrated project plan accordingly.
  • Prepare business transformation and adoption plans.
  • Create and provide knowledge transfer documentation as part of the knowledge transfer plan.
  • Establish and participate in steering committee and stakeholder forums.
  • Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
  • Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects - concept, definition, planning, implementation and close-out.
  • Promote client I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and the control of the use of I&IT resources.
  • Be a demonstrated team player with a track record for meeting deadlines.
Experience and Skill Set Requirements:
Public Sector Experience - 5 points:
  • Knowledge of Public Sector Enterprise Architecture artifacts (or similar), processes and practices, and ability to produce technical documentation that comply with industry standard practices.
  • In-depth knowledge of industry standard such as Project Management Institute (PMI) and Public Sector I&IT project management methodologies.
  • Knowledge and understanding of Ministry policy and IT project approval processes and requirements.
  • Experience adopting and adhering to Public Sector Unified I&IT Project Methodology, Public Sector Enterprise Architecture and Public Sector Gating process, and Public Sector Standard Systems Development Methodologies.
  • Experience with large complex IT Health-related projects.
  • Demonstrated experience with GO-ITS Digital Health standards, and internal branch standards.
Technical Skills 40 points:
  • Demonstrated experience in data migration strategies, familiarity with ETL (Extract, Transform, Load), database replication, and API integrations, proven successful experience leading data migration projects.
  • Demonstrated experience in vendor and contract management, handling and escalating vendor issues promptly to avoid delays.
  • Demonstrated experience in working with clinicians and other health sector stakeholders to identify their business needs, and translate them into concise and complete requirements under tight deadlines.
  • Demonstrated experience with private and public-sector delivery partner capacity to deliver technology in a clinical setting.
  • Experience in Information security best practices, access control and authentication.
  • Experience with integrated change control process.
  • Experience with project management software such as MS Project, Planview, Jira, and Confluence.
  • Experience in managing projects using Agile and Waterfall project management methodologies for the analysis, design, development and implementation of applications in large complex environments.
  • Experience with Digital Health Standards, including HL7 FHIR.
Core Skills and Experience 40 points:
  • Project management experience leading and planning complex, mission critical projects or initiatives involving business transformation, and design, development and implementation of IT Health-related solutions.
  • Working with business analysts and system designers to define project scope, and design and translate the business requirements and functional specifications into an application design appropriate to meet the business and operational/IT needs.
  • Leading a team of business analysts, designers, developers and working with cross-functional teams.
  • Overseeing the development of agreed-to solutions and implementation of those solutions, including design, test, installation and monitoring of the new systems.
  • Gathering and developing requirements in order to create and maintain a detailed project schedule, timelines, resource and integrated plan.
  • Acting as the senior business/technical expert, coordinating all aspects of a specific deliverable including the oversight of team members where appropriate.
  • Applying business process transformation and re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches.
  • Identifying, articulating and prioritizing issues and risks at senior executive levels and recommending mitigation state.
