Starting Salary: $160,000 - $170,000

The Opportunity:The prime focus of the Chief Steam Engineer is to oversee and manage the safe, efficient and reliable operation of the refinery steam, utility and wastewater treatment plants. The Chief Steam Engineer will provide support and direction to the Shift Supervisor, First Operators and operating crews in delivery of the Refinery Operating Plan. This support will include day-to-day technical, operating, troubleshooting & optimization guidance.Responsibilities:
  • Oversee the safe and efficient operation of steam boilers, turbines, heat recovery steam generators, condensate systems, air systems, cooling systems and the wastewater treatment plant.
  • Ensure a reliable supply of steam, cooling water, boiler feed water, fuel gas and compressed air to refinery operations.
  • Ensure refinery utility systems comply with local, provincial, and federal regulations.
  • Monitor and optimize energy efficiency, fuel consumption, and emissions for steam plant.
  • Maintain adherence to boiler and pressure vessel codes, environmental emissions standards, and occupational health and safety regulations.
  • Monitor and optimize wastewater treatment plant to ensure water discharged to the GVRD meets permit limits provided by Metro Vancouver.
  • Plan and assist in equipment outages including scheduling, contingency plans, reviewing isolation lists, confined space entry documents and hazard assessments.
  • Provides guidance for resolving steam plant operating problems and collaborates with Refinery Operations Area Leads for technical advice on unusual or critical problems.
  • Support Utility capital projects.
  • Ensure proper operating permits are renewed and in place.
  • Lead emergency response for power and utility system failures affecting refinery operations.
  • Troubleshoot critical issues related to boilers, steam systems, cooling water systems, air systems and wastewater treatment plant operation.
  • Develop and maintain contingency plans for power outages and emergency shutdowns.
  • Managing and updating Utilities operating standards and procedures.
  • Responsible for meeting the performance objectives for Operational Excellence (safe, efficient and environmentally sound operations) at the Burnaby Refinery.
  • Participate in Loss/Near Loss Investigations and help determine help root causes of plant events and work to find solutions.
  • Provides communication link to refinery leadership team and other departments for steam plant issues. Mentor employees Steam Engineering studies and operations competencies.
  • Effectively manages costs.
  • Special assignments or other tasks as defined by the Manager, Area 2 South.
Requirements:
  • A First-Class Power Engineering Certificate of Qualification and 8-15 years' experience in an operating environment. Preference will be given to applicants who have experience in a Refinery setting.
  • Demonstrated commitment to safety.
  • Ability to stay focused and work under pressure with multiple priorities.
  • Demonstrated strong leadership abilities and experience mentoring and motivating others.
  • Ability to listen effectively and communicate with a wide range of contacts.
  • Ability to work independently on agreed upon strategies.
  • Ability to interface with Technical Safety BC (TSBC) regarding employee concerns, boiler and pressure vessel inspections / compliance, and Steam Engineer Certification.
