Responsibilities:
- Developing and implementing a Change Management Communication Plan to manage and communicate changes resulting from the PHSS project.
- Maintaining a stakeholder assessment to identify individuals and groups affected by the change.
- Aligning change management activities with stakeholders to support adoption processes related to the PHSS solution implementation.
- Ensuring all stakeholders are actively engaged, consulted, and kept informed throughout the change process.
- Building consensus among stakeholders on specific changes to better address their needs.
- Developing training plans in collaboration with various stakeholder groups.
- Creating training tools to support end-user education and adoption.
- Facilitating stakeholder workshops/training sessions in both official languages.
- Supporting the development of a PHSS Governance Model.
- Assisting in the creation of a PHSS Operational Support Framework.
- Contributing to benefits realization efforts to ensure project outcomes and goals are achieved.
- Supporting the creation of additional project deliverables, as required.
- Providing support for other projects and initiatives as assigned by IeH, ensuring alignment with organizational priorities and goals.
- The following Change Management deliverables will be the responsibility of the candidate.
- Communication Plan and Supporting Communications to various Stakeholders: The Communication Plan will serve as a guide to the communication and sponsorship efforts throughout the duration of the project.
- It is a living and working document and is updated, as the audience needs change.
- It explains how to convey the right message, from the right communicator, to the right audience, through the right channel, at the right time.
- It addresses the six basic elements of communications: communicator, message, communication channel, feedback mechanism, receiver/audience, and time frame.
- The development of specific communications to each stakeholder group will be referenced as part of the communication plan.
- Stakeholder Engagement / Assessment: The development of a Stakeholder Engagement Framework will outline the models for engagement, key actions, approach to risk oversight.
- Guiding principals will be developed to guide the engagement approach to support both the project and operational context.
- Training Strategy, Content, Workshop/Training Facilitation: The Training Strategy will identify training needs, establish development gaps (present and future), set organizational training objectives and create a training action plan. The development of the training content will support how each of the various stakeholders will interact with the digital solution and new business processes.
- Content will include the creation of training tools, guides, videos, and FAQs.
- Workshop/training facilitation will include the delivery of training to support changes in business processes, as well as end-user training related to the new digital solution in both office languages.
- Support in the development of other project deliverables: The change manager will provide feedback and support in the development of other key deliverables in support of PHSS including a Governance model, Operational Framework, GAP analysis, etc.
- The individual will be required to sign a non-disclosure agreement and complete the Department s Privacy Training prior to commencing the assignment.
- The proposed resource must meet or exceed one of the following combinations of education or certification and experience in the resource role: University Degree or Community College Diploma or Special Experience Equivalency Yes/No.
- 5 years of demonstrated IM/IT experience or clinical experience Yes/No.
- A minimum of five (5) or + years of demonstrated experience as a lead Change Manager on medium to large transformational projects within a healthcare setting, involving a significant change management component to support changes to clinical workflows impacting various clinicians.
- Elaborate on how the Change Manager dealt with change resistance and user buy-in.
- Medium to Large complex projects are those that cross multiple business units and / or stakeholder groups; Involve multiple direct project participants (i.e. +than 8); Operate for an extended period (i.e. +than 9 months) Yes/No.
- Ability to travel to sites within NB for face-to-face meetings occasionally. Yes/No
- Demonstrated experience in Change Management and in the development of change management plans 8+ years.
- Demonstrated experience in development of training and communication plans 8+ years.
- Demonstrated experience in identifying and assessing change impacts to the organization s business processes and technology solutions 8 + years.
- Demonstrated experience in the development of communications to various stakeholder groups, in support of changes brought about by a new program and/or initiative 8+ years.
- Demonstrated experience in the development of various training tools and/or reference guides, in support of the changes brought about by a new program and/or initiative 8+ years.
- Demonstrated experience engaging with various clinical stakeholders in contributing to effective change 5+ years.
- Demonstrated experience engaging with various non-clinical stakeholders in contributing to effective change 5+ years.
- Demonstrated experience working in eHealth as a change manager 5+ Years.
- Certification in Change Management is considered an asset Yes/No.
