The Role:
As the Senior IT Security Specialist, you serve as the point person to detect and defend against unauthorized access and cyber attacks on CLBC computer networks, programs, and databases. This protection is conducted by monitoring and detecting actual and potential vulnerabilities and neutralizing the impact of such by employing appropriate countermeasures. You will also develop standards in alignment with the provincial government's Office of the Chief Information Officer Information Technology / Information Management (OCIO IT/IM).
As part of the IT Security team, you will provide IT/IM security services and designs, implement, enforce, and maintain policies and procedures to protect CLBC's computing infrastructure (networks, systems, storage), software (both in-house developed and vendor-supported), and other IT assets (both on premises and in the cloud) from all forms of security threats and risks.
Responsibilities include:
- Develops, enforces, and maintains best practices for IT Infrastructure Security
- Responsible for preventing and mitigating security breaches that may arise within CLBC's computer systems
- Conducts network monitoring and intrusion detection analysis using various Computer Network Defense (CND) tools, such as Intrusion Detection/Prevention Systems (IDS/IPS), firewalls, Host-Based Security System (HBSS), etc., and communicates issues to the IT team
- Investigates potential or actual security breaches, security-related incidents, privacy breaches, and threats
- Maintains the authentication of access to networks, systems, and programs, including a regular review of access privileges
- Ensures the encryption of data transmission and firewall integrity to protect confidential information
- Designs and implements safety measures and data recovery plans
- Tests new computers, software, switch hardware, and routers before implementation to ensure security
- Supports penetration testing projects, including new products and services
- Reviews code with the help of various security analysis tools
Qualifications:
- Bachelor's degree in Computer Science or related field with 3+ years of related experience or an equivalent combination of education and experience. OR Diploma in Computer Science or a related field with a minimum of five years of professional experience, of which a minimum three years focused on information security
- Experience with Cyber Threat Intelligence Process
- Experience implementing security solutions in complex environments
- Experience leading a security assessment/investigation and handling multiple technical issues in a high-pressure environment
- Experience identifying and evaluating security risks from a business and technological standpoint
- Experience in information security, especially on a Computer Incident Response Team, Computer Emergency Response Team, Computer Security Incident Response Centre, or a Security Operations Centre desirable
- Experience with security industry best practices, standards, new technologies, IT systems, IT infrastructure, and cloud security, including but not limited to NERC CIP, SOX, and NIST CSF
- Experience working with governmental organizations or possessing knowledge of federal and provincial regulatory requirements
- Preference may be given to applicants with some experience in enterprise security architecture in a large, complex organization

Term/Status: Regular/Full time
Classification/Salary: IS R30: position starts at $90,797 annually, plus a 9.9% market adjustment paid bi-weekly ($8,988/year). You will also receive an annual $2,000 retention incentive.
