PURPOSE:
As a member of the senior management team, this position leads and manages the planning and delivery of community recreation services. The Manager of Recreation Services is responsible for the marketing, programming, maintenance and administrative operations of the JBS Canada Centre and the Centennial Regional Arena and will work in conjunction with other Managers, as required, in the construction of any City facilities.
ROLES AND RESPONSIBILITIES:
- Prepares, manages, monitors and reports on department budgets and submits them for regular review and approval to the Director of Recreation & Protective Services, the CAO, the Mayor and Council;
- Recommends to the Director of Recreation & Protective Services within area of responsibility goals, objectives, policies and programs. Ensures compliance with and achievement of approved goals, objectives, policies and programs through implementing procedures and work plans to achieve annual objectives;
- Develops and ensures compliance with service level statements in accordance with approved objectives. Evaluates programs to keep programs efficient, effective, customer service oriented and focused on achieving objectives;
- Prepares and recommends annual and long-range resource plans for area of responsibility. Prepares and recommends three (3) year operational and capital budgets and the ten (10) year capital plan in accordance with priorities and approved service level statements;
- Oversees the development and implementation of marketing strategies to achieve objectives;
- Performs ongoing market analysis to identify community recreation needs. Makes programming recommendations to meet those needs;
- Utilizes quality assurance techniques, program evaluation and other similar tools to identify opportunities for improvement. Solves problems and improves operations using creativity, innovation and best practices;
- Plans, supervises, and co-ordinates the cost-effective delivery of community recreation services, including day to day administration, maintenance operations, programming and marketing;
- Monitors compliance with approved budget, takes corrective action as required;
- Ensures accurate and timely revenue collection and accounts payable processing;
- Works with staff in preparing applications for municipal, provincial, federal, and corporate grant programs;
- Prepares rates and fees recommendations to support objectives and budget;
- Increases net revenues through innovative marketing initiatives, program delivery and increasing facility utilization;
- Oversees the development and delivery of recreation services to fulfill approved goals;
- Promotes, coordinates and utilizes third party program delivery;
- Oversees the development and implementation of special events programming in accordance with approved programming goals and philosophies (Canada Day, Summer Day Camps, Theme Days, Summer Games, etc.);
- Promotes and encourages the participation of volunteers in the development and delivery of recreation services;
- Utilizes an annual work planning system to organize and monitor programs and projects;
- Establishes weekly, monthly and annual work plans to achieve objectives;
- Arranges personal work schedule to supervise, troubleshoot and gain a full understanding of operations during peak activity periods;
- Coordinates maintenance operations, manpower and equipment requirements with the Facility Department as may be required to ensure efficient maintenance operations of facilities under the Manager of Recreation Services' scope of authority;
- Works in conjunction with other Managers on maintenance and construction activities relating to recreation and assists in other areas where appropriate;
- Coordinates with the Facilities Department on Preventative Maintenance and Lifecycle Management Programs of facilities under the Manager of Recreation Services' scope of authority;
- Manages all facility bookings, rentals and leases (JBS Canada Centre, Centennial Regional Arena);
- Manages a record keeping system that captures the data necessary for management decision-making relative to area of responsibility;
- Assists in the development, implementation, coordination and promotion of the City's Asset Management Plan;
- Completes research and special project tasks as assigned;
- Prepares reports and recommendations as required and ensures accurate record keeping for the department;
- Attends and participates in Board and Committee meetings as requested;
- Ensures that all operations are conducted safely and in compliance with Occupational Health and Safety legislation, all environmental legislation and approved policies and procedures as adopted by the City of Brooks. Conducts regular staff and safety meetings to ensure safety and environmental objectives are being fulfilled;
- Assists with projects outside of immediate area of responsibility as directed;
- Develops and administers the departmental risk management programs;
- Ensures staff schedules promote efficient operations of the facilities under scope of responsibility;
- Participates in the recruitment process of obtaining new hires;
- Coaches, develops and leads by example;
- Ensures appropriate training and development is offered;
- Creates a high-performance culture with a strong team focus;
- Conducts annual performance reviews;
- Provides formal and informal feedback to subordinate staff and mentors high potential employees;
- Develops supervisory skills in subordinate supervisory staff;
- Develops and delivers staff training programs in areas such as customer service, quality assurance, risk management and workplace safety;
- Along with the Recreation Supervisor, acts as the department's primary customer liaison for user groups, clients, volunteer organizations and the public;
- Invites, encourages and tracks customer feedback;
- Improves systems and operations to achieve greater customer satisfaction and improved customer relationships;
- Relates to and communicates with customers, coworkers, contractors and the public sincerely, tactfully, promptly, courteously and professionally. Functions as an effective team member;
- Responds to public inquires and complaints according to approved procedures; and,
- Liaises with and develops positive relations with stakeholders, residents, the business community, local boards and authorities, and the Provincial and Federal governments.
- Performs other related duties as assigned.
EDUCATION AND EXPERIENCE:
- Graduation from a recognized degree or diploma program in Business Administration, Recreation Administration or a related field;
- Minimum of five (5) to ten (10) years of progressively more responsible experience in recreation, facility and maintenance operations;
- Minimum of five (5) years of supervisory experience;
- An equivalent combination of education and experience may be considered;
- Valid Class 5 Driver's Licence;
- Clean driver's abstract;
- Standard First Aid Certificate;
- Well-developed public relations, communication and interpersonal skills;
- Strong organizational, managerial, supervisory, and leadership skills;
- Thorough understanding of the principles, techniques, marketing and delivery of recreation services;
- Demonstrated ability to work with volunteer and community organizations;
- Excellent verbal and written communication skills;
- Excellent interpersonal skills;
- Ability to build and lead an effective team;
- Ability to problem solve;
- Ability to decipher and comprehend technical manuals;
- Ability to maintain confidentiality regarding department and municipal matters;

- General knowledge of the Intelligenz recreation software program;
- Arena Operator Level II an asset;
- Advanced Pool Operator Certificate an asset;
- Willingness to upgrade qualifications to remain current; and,
- Subject to a criminal records check.
COMPENSATION & BENEFITS:
The City of Brooks offers a competitive salary and benefits package for this position. The regular working hours are Monday to Friday, from 8:00 am to 4:30 pm. The successful applicant will also receive a free family membership to the JBS Canada Centre during the term of employment.
