Procurement Specialist (Onsite Role)

Overview:
The successful candidate will support the refinement of identified business and technical requirements and translate them into RFX (Request for Proposal, Quote, Information, etc.) solicitation documents. They may also assist with early-stage planning of project delivery strategies.

Key Responsibilities

Solicitation Document Preparation

  • Develop procurement strategies aligned with project goals and evaluation criteria.
  • Research and refine business and technical requirements.
  • Prepare RFX documents and draft reviews.
  • Identify sub-projects that may require separate RFXs.
  • Assist in drafting vendor responses during the RFX Q&A phase.

Evaluation & Debrief

  • Develop selection methodologies, evaluation criteria, evaluation schedules, and final award recommendations.
  • Review vendor proposals for quality, accuracy, and compliance with required standards.
  • Prepare supporting documentation in line with Government of Alberta procurement guidelines.
  • Plan and schedule bidders' conferences and vendor presentations, including agenda creation.
  • Support the debriefing of unsuccessful vendors.

Post-RFX Activities

  • Assist in finalizing contracts with selected vendors.
  • Conduct post-procurement reviews, including vendor evaluations and lessons learned.
  • Prepare evaluation reports and procurement recommendations.
  • Ensure proper filing of procurement and contract records.

Work Details

  • Work Model: Onsite
  • Work Hours: Monday to Friday, 08:15 16:30 (Alberta Time). Up to 7.25 hours/day.
  • Estimated Interview Period: Week of May 5, 2025 (subject to change).
  • Background Check: Criminal record check required prior to contract start.
  • Mandatory Training: Includes, but not limited to, FOIP and Security Awareness training.

Equipment Provided

The Province will supply necessary office space, computer, furniture, and supplies. Required system access and credentials will be arranged.

Candidate Qualifications

Must-Have Qualifications

Education

  • Post-secondary education in supply chain, procurement, business, or related fields.

Soft Skills

  • Strong verbal and written communication.
  • Excellent organizational and prioritization skills.
  • High attention to detail with strong analytical skills.
  • Ability to build effective relationships and work under pressure.
  • Strong decision-making skills.
  • Efficient document and file organization.

Work Experience

  • 4+ years developing and releasing procurement-related documents independently.
  • 4+ years working with Microsoft Office Suite.
  • 4+ years in similar procurement roles applicable to this opportunity.

Nice-to-Have Qualifications

  • SCMP designation or equivalent procurement certifications.
  • 3+ years' experience in:
    • Contract negotiation and vendor management.
    • Government of Alberta or similar public sector environments.
    • Using ERP systems (e.g., SAP).
    • SharePoint-based records/document management.
    • Power BI for data analysis or reporting.
