Job Description

The House of Commons' Digital Services and Real Property is currently looking to staff the Senior Advisor, Business Planning position.

The Senior Advisor, Business Planning will play a key role in coordinating strategic activities and overseeing financial practices within service area. This position ensures informed decision-making, efficient resource management, and continuous improvement in financial operations within our Digital Services and Real Property service area.

The Senior Advisor, Business Planning is responsible for coordinating and reviewing financial budgeting and planning activities, collaborating with Financial Planning to enhance budget processes. They develop financial strategies and provide expert advice to promote sound financial management and ensure alignment with service area priorities. Additionally, they provide ongoing financial management support, evaluate risks, and forecast resource allocation impacts. The role includes overseeing financial, HR, and reporting functions, managing capital budgets, and recommending procurement strategies. The Senior Advisor contribute to strategic planning, prepare business proposals, and develop reports for senior leadership and governance committees. Other key responsibilities include drafting briefing notes, speaking materials, and financial summaries for executive decision-making. Furthermore, the Senior Advisor assesses operational and administrative needs, recommends process improvements, and advises on records management and office practices.

Qualifications

Education :

  • A university degree in public administration, accounting, or a related field, or an equivalent combination of education, training, and experience.

Experience :

  • In-depth knowledge of budget management, financial forecasting, business planning, and resource management principles;
  • Expertise in financial analysis, data comparison tools, and financial reporting systems;
  • Understanding of the House of Commons Administration, financial policies, HR policies, and governance structures;
  • Experience in financial planning, budget management, reconciliation, and advising on financial policies and procedures;
  • Experience preparing and presenting financial reports, executive summaries, and budget forecasts to senior management;
  • Experience conducting financial risk assessments and recommending mitigation strategies;
  • Experience working with governance committees and preparing briefing materials for executive decision-making;
  • Experience managing multiple stakeholders and facilitating collaboration across different teams;
  • Experience implementing or supporting digital financial systems and process automation initiatives;
  • Advanced proficiency in Microsoft Excel and financial reporting tools.

Assets :

  • A certification such as Chartered Professional Accountant (CPA);
  • Experience in IT Financial Management.
