DUTIES:
- Reporting to the Executive Director, Parks, Recreation & Facilities, this position will be responsible to provide long-term vision and strategic business and financial planning, develop processes, direct, and coordinate the activities and services provided by the Facilities & Recreation Operations division for approximately 190 corporate-wide properties with an increased focus on recreation facilities.
- Oversee the services provided, including caretaking, building and ground maintenance (carpentry, plumbing, electrical, HVAC, painting, building envelope/roof, life safety systems, elevating systems, building automation,), energy management;
- Will manage various projects including capital projects, design, renovations, redevelopment, replacement and construction;
- Management and negotiation of tenant leases and agreements, moving services, event and meeting room setups;
- Responsible for developing, controlling, monitoring, and ensuring compliance with the Facilities and Recreation capital and operating budgets.
- Responsible to manage and oversee division staff;
- Ensure compliance with applicable legislation, regulations, and codes from all three levels of government;
- Responsible for recruitment, training, direction, performance, discipline, and evaluation of all union staff, non-union supervisory staff and other professional staff.
- Will perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program.
- Will perform other related duties as required.
- Must have a Master's Degree in Engineering, Business Administration, Public Administration, or Construction/Facilities Management or Ontario Ministry of Education equivalency and a minimum of six (6) years of experience in facility management. OR
- Must have a University Degree in Engineering, Business Administration, Public Administration, or Construction/Facilities Management or Ontario Ministry of Education equivalency and a minimum of ten (10) years of experience in facility management.
- Must have the ability to travel to offsite locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment.
- Must have proven leadership qualities and be both self-motivated and a team player;
- Must have knowledge of appropriate legislation and regulatory standards as they relate to the Corporate Facility operation;
- Must have excellent interpersonal, organizational and multi-tasking capabilities;
- Must have management and/or supervisory experience in a unionized and non-unionized work environment;
- Must have proven oral and written communication skills;
- Must have acquired skills in reading and interpreting construction drawings';
- Must have operating knowledge in the Microsoft Office Suite of products, such as Word, Excel, PowerPoint and Access;
- Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work;
- Will be required to complete and remain current as per the requirements of the Corporation's Management Certificate Program;
- Progression through the Art of Supervision certificate of a supervisory program of a similar nature is considered an asset;
- Advanced courses in Facility and Business Management, Public Relations, Human Resources, Labour Relations and Municipal Management considered an asset;
- Knowledge and background in municipal policy and procedure development and implementation considered an asset;
- Facility-related designations such as Real Property Administrator (RPA), Facilities Management Administrator (FMA), Systems Maintenance Administrator (SMA) or Certified Facility Manager (CFM) will be considered an asset;
- The physical demands analysis associated with this job indicates a light level of work.
