Job DescriptionWe are currently seeking a qualified Project Engineer / Field Specialist - Operations Maintenance Storage Facility (OMSF) to join our infrastructure team, based out of Toronto, ON. The Field Specialist will be responsible for monitoring the technical requirements and progress of the work as well as verifying quantities. Performs construction engineering assignments of a varied nature requiring a full working knowledge of construction engineering practices. Exercises professional judgment within the framework of broad guidelines provided by superiors. May have responsibility to provide direction to less experienced construction engineers, or construction office technical or clerical personnel and have the opportunity to work on the Ontario Line Subway Project. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment. The Rolling Stock, Systems and O&M scope covers the entirety of the Ontario Line and includes four major areas: vehicles, guideway and station systems fit out, traction power and station power, as well as the track and the Operations Maintenance and Storage (OMSF) facility. The scope is unique as it extends beyond the construction phase to cover 30 years of the operations and maintenance of the line. This scope is being delivered through a P3 contract.

Duties & Responsibilities:
- Overseeing the contractor's architectural, structural and other required works at the OMSF, being the delivery partner representative on site.
- Monitors the activities of contractors to ensure compliance with project agreement including project technical requirements.
- Ensure that safety and creation as well as maintenance of a safe workplace and environment is the primary consideration and first priority in the delivery of all work.
- Report and/or communicate all safety aspects in a timely manner.
- Reporting progress, identifying risks, highlighting emerging issues and escalating to the DP Project Manager for the OMSF.
- Reviewing deliverables and other submittals prepared by PCo related to construction or construction support for the OMSF including risk assessments, method statements and site plans. Attends necessary inspections of the works on behalf of Metrolinx.
- Monitor's the contractor's assurance activities including Inspection and Test Plans (IPTs), design field changes, ITP records, non-conformances and quality surveillances.
- Monitor's contractors progress work against 4 weeks looks ahead and progress schedules.
- Assists construction superintendents and contractors in planning construction methods and procedures. Coordinates and resolves engineering or construction problems with superintendents and contractors.
- Building relationships with the PCo site team.
- Monitor required permit, licenses and agreements are updated.
- Validating construction staging, logistics planning, traffic management and Mobile Equipment and Pedestrian Interface plans.
- Engaging discipline leads for subject matter expertise in health & safety, environment, quality, contracts, project controls and interfaces, implementing direction provided.
- Coordinate, assist and attend recurrent contractor's quality audits.
- Interprets design engineering drawings and may prepare construction working drawings for the use of superintendents and contractors as required, including (1) Temporary construction facilities, (2) Field sketches of revisions and additions and preparing “as built” drawings.
- Reviews design drawings, related vendor and contractor drawings and installation instructions and studies interference problems.
- Verifies contractor's commodities on quantity tracking systems or other computer database programs as required.
- Reviews field change notices/requests, extra work orders and back charge notices.
- Implements project controls tools on the construction site.
- Assists in the preparation of cost estimates and reviews project design and engineering bills of materials to ensure their completeness.
- Coordinate and attend construction project meeting and follow up with parties' commitments.
- Assist with the minutes of meetings record as required.
- Prepares and maintains high quality daily reports and community site inspections.
- Assists in the verification of contractor's applications for payment.
- Reviews updated contractor schedules, as assigned.
- Provides input to constructability and lessons learned.
- May be required to provide input on employee reviews of assigned subordinate personnel.
- Assist project management with other tasks as project required.
- Bachelor's degree from an accredited university as well as a minimum of 7 years of relevant work experience.
- Work experience as a field engineer, engineer or assistant superintendent.
- Previously held construction supervision role(s) with responsibility for construction of infrastructure of similar scope, size and complexity to a station on a metro project.
- Proficiency in interpreting architectural drawings and specifications.
- Experience in coordinating with various stakeholders including architects, engineers, contractors/subcontractor, and local authorities.
- Effective problem-solving skills and ability to work in a fast-paced, dynamic construction environment.
Preferred Qualifications
- Experience in architectural work process & execution, and construction management for large-scale building projects including Train/LRT stations, commercial facilities or industrial warehouses.
- Proven track record in the construction of transportation facilities, such as train or bus stations.
- Experience in heavy construction staging supervision/inspection including building foundations, superstructures, building envelop, architectural works and finishes, and its integration with mechanical, electrical, and plumbing (MEP) systems.
- Knowledge and understanding of constructions standards, building codes, and regulations
- Strong understanding of materials, means & methods and procedures used in construction projects.
