Job DescriptionThe Associate Vice President (AVP) – Capital Development - Chief Project Officer will lead a multidisciplinary team in the planning, execution, and delivery of the Peel Memorial Phase 2 redevelopment initiative. This role requires strategic leadership, stakeholder engagement, and project management expertise to ensure the project is delivered on time, within budget, and in alignment with healthcare and regulatory standards. The AVP will serve as a key decision-maker, collaborating with hospital leadership, government agencies, design and construction partners, and community stakeholders to drive project success.
Accountabilities:
Strategic Leadership & Project Oversight
- Lead the hospital redevelopment project from design to completion, ensuring alignment with organizational goals and healthcare best practices
- Develop and implement strategic plans, risk management strategies, and governance frameworks for project execution
- Ensure project compliance with healthcare regulations, funding requirements, and industry standards
- Oversee procurement strategies, contract negotiations, and budget management to optimize resources
Stakeholder Engagement & Communication
- Act as the primary liaison between hospital leadership, government agencies, architects, engineers, and contractors
- Build and maintain strong relationships with internal and external stakeholders, including healthcare professionals, patient advocacy groups, and community organizations
- Provide regular updates to senior executives, board members, and funding bodies on project milestones, risks, and opportunities
- Facilitate transparency and open communication to ensure alignment across all project partners
Team Leadership & Development
- Lead and mentor a cross-functional team, fostering a high-performance culture focused on excellence and innovation
- Define team roles, responsibilities, and performance expectations to drive accountability
- Promote professional development opportunities and ensure the team remains equipped with the necessary skills and knowledge
Operational Execution & Risk Management
- Oversee project timelines, ensuring deliverables are met within scope, budget, and quality expectations
- Identify and mitigate risks proactively, implementing contingency plans as necessary
- Ensure operational continuity and minimal disruption to hospital services throughout the redevelopment process
- Bachelor's degree in Facilities Management, Engineering, Business Administration, or related field
- PMP certification an asset
- Minimum of 10 years of experience in large-scale capital project management, healthcare infrastructure, or hospital redevelopment performed under one of Infrastructure Ontario's P3 models
- Proven leadership experience in managing multidisciplinary teams and complex stakeholder environments
- Expertise in healthcare regulations, funding mechanisms, and capital planning processes
- Strong financial acumen, with experience managing multi-million-dollar budgets
- Exceptional communication, negotiation, and problem-solving skills
- Strategic Thinking: Ability to develop long-term project plans that align with healthcare objectives.
- Leadership & Influence: Proven ability to lead diverse teams and drive consensus among stakeholders
- Project Execution: Expertise in delivering large-scale projects within scope, budget, and timelines.
- Regulatory Knowledge: Understanding of hospital regulations, compliance, and industry best practices
- Collaboration & Relationship Building: Strong ability to engage with government agencies, hospital leaders, and the community

Hours: Currently days (subject to change in accordance with operational requirements)
