ABOUT WILLIAMS LAKE FIRST NATION (WLFN)

The Williams Lake First Nation (WLFN), or the Texelcemc (people of WLFN) have belonged to the Secwepemc (or Shuswap) Nation for over 6500 years. Today, the WLFN community includes a growing population of over 800 registered members who live on reserve in Sugar Cane, in nearby Williams Lake, BC, and across the globe.

POSITION

Reports to the Director of Culture and Recreation.

Employment Type

Permanent, Full-Time (35 hours per week).

Probation Period

3 months from the date of hire.

Education Required

Graduation from High School Grade 12 or equivalent.

Post-secondary education in management/leadership/finances an asset.

Experience Required

Minimum 5 years administration, and managerial experience.

Minimum 2 years work experience with First Nations peoples.

Strong knowledge of and connection to Secwepemc heritage, culture, and language.

DUTIES & RESPONSIBILITIES

Departmental Planning and Organization:

1. Develops an operational plan which incorporates goals and objectives for programs and services, including program delivery and evaluation.

2. Oversee the administration of culture and language programming.

3. Assists in the promotion of education, training and learning opportunities that promote Secwepemc language and culture.

4. Compile, track, and maintain statistical information for annual reporting to ISC.

5. Monitors and maintains the departmental budget.

6. Responsible for the development or application for grant and funding programs relating to Culture, Language, Heritage and Library programming and services.

7. Provides coaching, mentoring and support for the employees of the Culture & Language department.

8. Maintains inventories of supplies, equipment, and materials.

9. Ensures adherence to occupational health and safety procedures.

10. Develops and monitors evaluation mechanisms and performance indicators for all department activities.

11. Ensures the effective coordination and administration of Culture & Language advisory and ad-hoc committees, including but not limited to: meeting preparation, logistics, minute taking, meeting follow up and committee honorariums.

12. Ensures the mobilization of department staff to ensure consistent and inclusive language, cultural, heritage, and library programming and services are being offered in the community and within the organization.

13. Identifies and pursues opportunities to improve and evaluate the presence of language, culture and heritage integration with WLFN operations and staff.

14. Supports the evaluation of the Culture and Language Strategic Plan implementation progress through regular reporting and development of evaluation criteria.

15. Aligns department programs and services to ensure consistency with the WLFN Culture and Language Strategic Plan.

16. Coordinate and assist in the development of culture, language and heritage laws and policies.

17. Provide guidance and input on relevant committees (ex., the WLFN pow wow committee).

Human Resources and Administration:

1. Oversees and supervises all program staff; coordinates and participates in the recruitment of Culture and Language staff.

2. Take responsibility for the orientation, performance review and development of staff.

3. Manages team performance by setting expectations and regularly reviews performance with staff; acts as coach and mentor to address performance issues; and consults with the Director of Culture and Recreation and the Director of Human Resources when progressive disciplinary actions are required.

4. Ensures staff compliance with Band policies and procedures.

5. Keeps the Director of Culture and Recreation and Chief Administrative Officer informed of sensitive and important issues, events, programming, and departmental updates.

6. Prepares and submits regular activity reports and statistics to appropriate agencies and the community.

7. Develops a communication strategy for public awareness of programs and events.

8. Participates in various community, council, and committee meetings to provide departmental updates.

9. Establishes and maintains the annual operating budget and works to secure adequate revenue and funding.

Project and Program Management:

1. Takes the lead on ensuring that operational plans for the departments and development of budgets occur. Monitor expenditures against those plans.

2. Reviews services and measures value to the community, recommends the addition or removal of services.

3. Provides monthly and quarterly reports on the status of plans, projects, grants, etc.

4. Responsible for planning and development of culture and language-based services which meet the requirements of funders (ex., ISC prevention funding).

5. Work collaboratively with internal WLFN departments and external stakeholders.

6. Establishes referral pathways with relevant organizations.
