The Canadian Race Relations Foundation (CRRF) was created in 1996 to reaffirm the principles of justice and equality for all in Canada. The CRRF's mandate is to facilitate throughout Canada the development, sharing, and application of knowledge and expertise to eliminate racism and all forms of racial discrimination in Canadian society.
The Manager, Strategic Policy Development and Research, Combatting Hate Hub is an experienced and skilled policy practitioner. This individual will work closely with and report to the Director, Combatting Hate Hub to conduct research on anti-hate initiatives and programming and best practices in meeting the needs of victims and survivors of hate. They will also develop and deliver public policy briefs and projects, build relationships with partners across jurisdictions, and provide advice and recommendations on research and policies affecting hate in Canada. The successful candidate will be proficient in project management and be able to track emerging trends and issues in research and public policy in Canada and other jurisdictions. The Manager will support the Combatting Hate Hub's work on researching, analyzing, and implementing innovative policy solutions, specifically focused on eliminating systemic racism and discrimination, and combatting hate.

It is a hybrid role, requiring attendance at in-person events and meetings as needed. Staff may also be recalled working on-site as requested by the federal government. Salary$77,267-$92, 720 per annum. CRRF is a unionized workplace and the position, and its salary are subject to a Collective Agreement.
CRRF offers a comprehensive benefits package, which includes three weeks of vacation, two Personal Floating Days, sick days and 4% of annual income towards RRSP plan, and life, disability, medical and dental care insurance.Probationary Period90 business days.
Responsibilities:
Project Management and Delivery:
- Lead the development of policy and research products, projects, information sharing and gathering tools, jurisdictional scans.
- Plan, tracks, and oversees project deliverables.
- Support the Director, Combatting Hate Hub with the planning, implementation, delivery and monitoring of and anti-hate related initiatives.
- Organize meetings, prepares minutes, and documents progress and challenges.
- Update the Director, Combatting Hate Hub on initiatives and prepares reports to track progress.
- Prepare necessary resources and tools, based on relevant legislation and best practices, to support the successful implementation of anti-hate initiatives.
Policy Research and Analysis:
- Advise the Director, Combatting Hate Hub on research and policy issues related to the Hub's core areas of business and department specific work.
- Prepare briefs and reports that outline the implications of research projects and proposed policy or legislative changes that impact the Hub's key areas of work.
- Proactively prepare recommendations for how the Hub can address emerging issues in Canada related to systemic racism and discrimination, and combatting hate.
- Perform analytical research on topics related to anti-hate to develop informed opinions about potential courses of action and conduct analysis on policy issues.
- Proactively track, collect, and inform the Hate Hub department on relevant research, projects, and policies related to anti-hate initiatives and gaps in services to victims and survivors of hate to guide the Hub's work.
- Keep up to date with pertinent legislation, trends and developments in government policy and determine relevancy to the work of the Hate Hub.
Engagement and Outreach:
- Liaise with the police services, prosecutors, government officials, and building and maintaining relationships with local communities and community organizations,
- Participate and lead meetings with internal and external partners to discuss relevant issues affecting the Hub's key areas of work and to promote and advocate the priorities of the Hate Hub.
- Lead and support the preparation of internal and external facing research and policy-related resources such as factsheets, briefing notes, consultation responses and reports for use by the CRRF.
Other:
- Participate in conferences and present information sessions and workshops as required.
- Contribute to internal update reports for the Executive Director's Office and Board of Directors.
- Prepare briefs and reports that outline the impact of anti-hate programs and initiatives that highlight the Hub's key areas of work.
- Keep abreast of relevant issues related to anti-racism and granting
- Contribute to the implementation of CRRF's business plan by supporting the delivery of Hate Hub programs and initiatives with the guidance of other CRRF departments.
- Conduct internal and external meetings in person and virtually to deliver organizational goals.
- Perform other job-related duties as assigned.
Qualifications:
- A post-secondary degree in social sciences, a related field (e.g., Political Science, Restorative Justice, Racial Justice, Public Policy, or Decolonization) and/or equivalent work experience and skills. Certification in project management, is an asset.
- A minimum of 3 years of experience in managing research and policy initiatives preferably within legislative environments and working on high stakes projects.
- Experience working in a government or Crown Corporation environment is an asset.
- Demonstrated commitment to anti-racism, valuing diversity, and contributions to an inclusive working and learning environment.
- In-depth working knowledge of research and policymaking procedures within the Canadian political landscape on the elimination of systemic racism and hate including relevant legislation.
- Project management skills to plan and manage the development and implementation of anti-hate related research and policy initiatives.
- Excellent communication skills (written and verbal), to keep the Director, Combatting Hate Hub, Executive Director's Office and other colleagues informed and updated where relevant.
- Ability to do analytical research on topics and issues, synthesize data and research into concise plain language reports, and create policy proposals that assist the Hate Hub.
- Ability to undertake a wide range and variety of tasks with conflicting deadlines and manage changing priorities.
- Detail-oriented, self-initiating, meticulously organized, and capable of managing multiple projects simultaneously and independently in a fast-paced environment.
- Proficiency with Microsoft Office (Outlook, PowerPoint, Word, Excel, SharePoint) and other digital tools and applications. Comfortable using Zoom and other platforms as required for hosting online meetings and events.
- Ability to manage budgets and ensure compliance with CRRF policies.
- Ability to work outside of normal business hours and weekends as required.
- Ability to travel for the purposes of project delivery.
- Proficiency in French is an asset.
