Management

  • Provide expertise to oversee the sustainment (e.g., support, operations, maintenance, incident/problem management, enhancement) and evolution of the Document Verification Service.
  • Facilitate the onboarding of program areas to the Document Verification Service.
  • Provide technical advice to senior IT and business management on leveraging Document Verification Service to modernize the delivery of public services, including resolving complex business and technology problems.
  • Drive a multi-disciplinary team of OPS and vendor subject matter experts (SMEs) in order to sustain and evolve the Document Verification Service in accordance with OPS legislation, policy and standards as well as to ensure a high-level of quality.
  • Define the work, standards, and processes to maintain and support the Document Verification Service.
  • Facilitate the day-to-day work of the Document Verification Service team, which includes task assignments, managing priorities, monitoring team deliverables, and resolving problems and removing roadblocks.
  • Manages external vendors (e.g., Interac) and internal service partners (e.g., Digital Enterprise Engagement Practice, Shared Utility Service, Infrastructure Technology Services).

Requirements

Experience and Skill Set Requirements

Technical Skills

  • 10+ years experience in technology leadership roles for applications with of over 10,000 users.
  • 10+ years demonstrated experience in leading implementations of identity systems and identity management services.
  • Demonstrated experience with enterprise-level online identity verification services such as Interac, IDVerse, SaaS solutions.
  • Experience and in-depth knowledge of identity management protocols such as OAuth 2.0, OIDC and SAML 2.0.
  • Demonstrated experience with implementations of Single Sign-On (SSO) solutions, identity federations, including identity provisioning as well as multi factor authentication systems.
  • Experience with integrating applications with cloud-based identity services such as Okta, Azure AD B2C and Auth0.
  • Knowledge of IT security technologies, particularly encryption and authentication technologies.
  • Experience with ITIL processes such as service level management, problem management, change management, release management, and capacity management.
  • 10+ years of experience with quality control and assurance methodologies and practices as applied to the implementation of large applications.

Technology Operations Leadership

  • Demonstrated experience in leading the support of large technology applications to meet service levels and client expectations through teams comprised of multi-disciplinary resources and stakeholders.
  • Demonstrated experience in leading complex technical proof-of-concepts and providing reports including recommendations based on the results.
  • Demonstrated experience in leading the development and implementation of operational processes and business continuity plans.
  • Demonstrated experience in documenting, tracking and managing issues and service requests including impact assessments of complex issues.
  • Demonstrated experience in providing clients with support for issue investigation troubleshooting and resolution.
  • Demonstrated experience in leading root cause analysis for infrastructure and application related issues and incidents.
  • Demonstrated experience in managing technical environments to ensure they are compliant with security requirements, both physically and at a systems level, as per industry best practices and documented guidelines.
  • Demonstrated experience in creation and review of build books, run books, operational and deployment guides and other operational processes as required.
  • Demonstrated experience in acting as a central point of contact for all incidents and problems in the day-to-day.

Vendor Management Experience

  • Demonstrated experience working with and managing external vendor relationships.
  • Demonstrated experience in evaluating and accepting vendor deliverables; documenting change requests and providing input to contract negotiations.

Stakeholder Management

  • Demonstrated experience effectively communicating with teams, clients, various stakeholder, and senior management.
  • Demonstrated experience reporting on the progress of deliverables, milestones, issues and risks to various audiences, including steering committees and formal status reporting.
  • Demonstrated experience preparing documentation such as presentations, other technical documentation/deliverables (i.e., technical strategy document, option analysis), etc.
  • Experience providing updates and advice to senior management.
  • Experience presenting to executive steering committees responsible for project oversight and decision-making.
