REPORTS TO

Director of Administration & Chief and Council

SUMMARY

The General Manager will be responsible for the overall representation of Council and it's governance to all external and internal stakeholders. The General Manager is responsible for the ongoing success of the operations and strategic planning. Internally, the General Manager will focus on the ongoing improvement of the organizations processes to ensure maximum communication and council transparency. Externally, the General Manager will establish key long-term relationships with business partners that enhance the organization's representation for its members. The General Manager will attend meetings, propose policies and practices, sit on various committees, and will submit various reports to the council, members, and other stakeholders. Acting as an advocate, the General Manager will promote our organization, and Indigenous Organizations as a whole through strategic public relations and government interactions.

RESPONSIBILITY

The General Manager is responsible for the not-for-profit operations of the First Nation and the community services provided to the First Nations residents, as well as those First Nation programs applicable to the entire membership.

REPORTING

The General Manager reports directly to the Chief on a daily basis and to the Chief and Council at the regular scheduled and/or special meetings.

The General Manager cannot be an elected official, including elected official of the First Nation.

The General Manager is also entrusted to ensure that the community members are regularly and appropriately informed of community initiatives, programs and services.

SUPERVISION

The General Manager is responsible for the Program Managers, Finance Departments and the Secretary/Receptionist, daily schedules, leave requests and professional development.

EVALUATION

The General Manager will be evaluated by Chief and Council on an annual basis and after completion of probation period, and may also be required to under go special evaluation.

DUTIES

POLICY AND PROGRAM DEVELOPMENT AND IMPLEMENTATION

Facilitate the work plan process with Program Managers for Chief and Council approval;

Ensure that the First Nation polices in place are regularly reviewed and utilized in First Nation decision making;

Ensure that the appropriate level of community consultations take place prior to policy changes or amendments;

Make recommendations to Chief and Council regarding the drafting of polices and amendments of existing polices;

Interprets Personnel Policy of the First Nation when required by Chief and Council, or Program Mangers.

FINANCIAL ADMINISTRATION

Facilitates budgeting process with Program Managers for Chief and Council approval;

Ensure that the Financial Administration policy guides all financial decisions and; process within the First Nations operations;

Ensure that all legal requirements related to human resources within the First Nation are met;

Ensure both accurate and timely completion of annual or special audits is done;

Interprets the Financial policy of the First Nation when required by Chief and Council; Program Managers and Finance Department;

Monitors budgets to ensure expenditures are within approved limits;

Presents full financial reports each quarter to Chief and Council;

Works with Program Managers to ensure that budget requirements are being met.

GENERAL ADMINISTRATION

Assist Chief and Council in their deliberations by properly informing them about existing operations including programs, services and personnel;

Direct the Program Managers as required in order to ensure that Strategic Plans evolve into actionable items for the staff to implement;

Plans and Managers program development and special initiatives in a comprehensive manner so that opportunities are maximized and there is equal opportunity for resources within the Management team;

Ensure that both accurate and timely completion of Program Managers performance appraisals if managing staff;

Ensure that all Council approved disciplinary or promotion letters are completed by the responsible Program Manager.

OTHER

The General Manager will perform other duties that may be assigned by Chief and Council.

REQUIREMENTS

  • 5 years of experience in a Leadership-level position
  • Proven experience working within strategic partnerships
  • Excellent organizational, strategic, planning and implementation skills
  • Excellent management writing, presentation and verbal communication skills
  • Understanding of financial reports including budgetary guidelines and project expenditures
  • Ability to assign and delegate work, problem solve, answer questions and evaluate results of performance
  • Ability to follow through and complete overlapping projects
  • Able to identify key issues; creatively and strategically overcome internal challenges or obstacles
  • Sound analytical thinking, planning, prioritization, and execution skills
  • A well-defined sense of diplomacy, including solid negotiation, conflict resolution, and people management skills
  • Experience creating and managing budgets for a large, distributed organization
  • Knowledge of contracting, negotiating, and change management.
  • Knowledge of federal, provincial, territorial, and local legislative regulations.
  • Ability to participate in and facilitate group meetings
  • High level of integrity, confidentially, and accountability
  • Ability to respond appropriately in pressure situations with a calm and steady demeanor
  • Able to build and maintain lasting relationships with other members, key business partners, and government agencies.
