Job Description

Reporting to the Manager, Facilities, the Coordinator, Plant Operations and Engineering Services, works with the Manager, Plant Operations, in the effective planning and implementation of internal and external facility improvement projects in support of Osler's objectives including: health infrastructure renewal fund projects, capital projects led by the Redevelopment team and department specific projects.

Accountabilities:

  • In collaboration with the Manager, provides technical expertise to inform priorities for infrastructure upgrades and Ministry of Health funding application (review of building drawings; equipment and system specifications; interpret operational system programs and sequence of operations); project assignment is from planning phase to completion
  • Liaises with hospital user groups, contractors and other stakeholder groups to ensure the projects remain within developed project parameters
  • Participates/facilitates all project related meetings and others as necessary; meets with internal stakeholder including managers of the unit, etc.
  • Act as the primary liaison, through multiple communication venues, between Engineering Services, end-users, IPAC, Occupational Health and Safety, consultants and construction team to ensure client and hospital objectives are met throughout the construction and project close-out process
  • Facilitates logistics and implementation of new and transferred equipment requirements
  • Facilitates RFP process to engage other services as required
  • Prepares and submits project proposal and budget for approval
  • Liaises with appropriate internal and external parties to solicit quotations or bids through the corporate procurement process
  • Acts as a liaison between the Plant Operations and Engineering Services team and vendor administration to ensure required information is received and understood by all
  • Monitors construction activity and collaborate with contractors and consultants to ensure quality and safety are maintained at all times
  • Conducts initial investigation into delays in completion of requests
  • Works in compliance with infection control standards and the Occupational Health and Safety Act
  • Oversees the facility client improvement requests under the direction of management
  • For capital improvement projects, acts as a liaison and facilitator between facilities and corporate planning during capital renovations, plant improvements
  • Liaises and coordinates all electrical projects and data requirements towards the completion of all related projects for electrical system; fully supports all electrical power shutdown requirements within the facility
  • Develops and maintains the computerized maintenance management system software and to act as the “super user” to the organization
  • Leads staff training related to CMMS and other related software
  • Mediates and coordinates all building automation system (BAS) projects and requirements with vendors and to all Operations staff such as: EBI operation, configuration, error and alarms and building automation field devices – connectivity to BAS
  • Provides IT/IS support within the Operations team; manage and keep all revisions and patches up to date for all of the engineering and maintenance operational software such as EMMA, DCM, Honeywell OBS and applications for technology integration
  • Establishes and maintain a complex filing system for equipment data, purchase requisitions, bid specifications and work order forms
  • Ensures up to date maintenance of documents, files and databases for historical reference, insurance and other purposes
  • Maintains responsibility to ensure that the engineering shared drive is updated and maintained
  • Maintains responsibility to ensure all principal drawings and blueprints of the hospital and the Engineering Services shared drive is secured and accessible to relevant parties, at all times
  • Updates the department's common drive with data and information in order to be compliant of all codes and regulation requirements
  • Maintain outside contractors' compliance requirements are completed as per CMMS schedule
  • Acts as an assistant fire chief to the facility manager/Chief Fire Warden; be responsible for maintaining a current and up to date fire safety plan, liaison with the Toronto Fire Department, and provide active presentation support of monthly fire drills
  • Participates in the joint health and safety committee as a facility representative as well as facilitator of safety demand work orders
  • Active participates in the management of 24-hour emergency on-call service to ensure a timely response in the event of an emergency or critical build failure
  • Provides backfill to core supervisor and CMMS responsibilities during vacation or other absences
  • Assists with oversight and input of any overtime reduction initiatives
  • Assists in the oversight and tracking of staff participation within mandatory hospital e-learning system
Qualifications
  • Diploma in facilities (e.g., architectural technology or mechanical field) or equivalent experience required
  • Certification related to building systems maintenance or equivalent experience required
  • Current WHIMIS, MSDS and Type 2 (or better) asbestos awareness training required
  • A minimum of three to five years of experience working within a health care facility with a strong general knowledge of the entire workings of a physical plant and associated operating systems
  • Experience in associated hospital support services considered an asset
  • Knowledge and experience in large building systems and equipment preferred

Core competencies:

  • Experience in project coordination an asset
  • Basic computer literacy including Microsoft Office, computer maintenance management systems and building fire systems
  • A history of positive interaction with various in house entities such as Infection Prevention and Control and the joint health and safety committee
  • A willingness to attend training deemed beneficial to the position by management
  • Ability to coordinate many activities concurrently with tight timelines including off hours
  • Demonstrated excellent interpersonal skills, communication skills (written, verbal and English comprehension) and customer service
  • Excellent attendance, punctuality and work record

Additional Information

Hours: Currently Days, Monday to Friday (subject to change in accordance with operational requirements)

Annual Salary:
Minimum: $85,839.00
Maximum: $107,308.50
