Under the direction of the Chief Executive Officer, and in collaboration with the leadership team, the Director of Human Resources (HR) is responsible for leading the organizations HR strategy, ensuring compliance with employment laws and regulations, and fostering a positive, inclusive, and engaged workplace culture. This role oversees all HR functions, including talent acquisition, employee relations, compensation and benefits, performance management, training and development.
Duties & Responsibilities
Strategic Leadership & Compliance
- Develop and implement HR strategies that align with organizational goals and support employee engagement, retention, and growth.
- Ensure compliance with labor laws, organizational policies, and accreditation requirements (e.g., CARF Canada).
- Provide leadership and support for change management initiatives.
- Serve as a trusted advisor to senior leadership on all HR-related matters.
Employee Engagement & Culture
- Co-Chair the Staff Engagement Committee, developing and implementing initiatives to enhance employee morale, recognition, and workplace satisfaction.
- Foster a culture of continuous improvement and open communication across all levels of the organization.
- Oversee employee feedback programs, including surveys and focus groups, and develop action plans based on results.
Diversity, Equity, Inclusion & Belonging (DEIB)
- Co-Chair the Inclusion & Diversity Committee, promoting an equitable and inclusive work environment.
- Develop and implement DEIB strategies, training, and programs that align with organizational objectives.
- Support diverse hiring practices and ensure equitable workplace policies and procedures.
Talent Management & Development
- Oversee the full employee lifecycle, including recruitment, onboarding/offboarding, development and retention strategies.
- Work with leadership to develop training programs that enhance employee skills and career growth.
- Implement performance management systems that support employee development and organizational effectiveness.
Human Resources
- Lead the implementation, maintenance and usage of the electronic HR system.
- Lead the development of HR policies and procedures and supports agency adherence to those policies in collaboration with the leadership team, and through measurement and tracking.
- Lead consistent, effective and efficient approaches to accommodation requests, leaves of absence, and other HR related matters.
- Works closely with the Director of Finance to support the achievement of HR goals (i.e. as they relate to timesheets/payroll, staff benefits, time off accruals, etc.)
- Maintains a log of job descriptions for the agency.
Agency Participation
- Participates as a member of the agencys Senior Leadership Team (Joint Management Committee);
- Participates in and supports agency activities, vision, mission and values; and
- Ensures that work practices comply with agency health and safety standards, program policies and procedures and administrative records are complete, timely and accurate.
Qualifications and Skills
- A bachelors degree in human resources, business administration, or related field. In the absence of a post-secondary degree, evidence of post-high school education/professional development experiences and relevant work experience will be considered.
- Minimum 5 years of HR experience, including leadership roles.
- Experience in the not-for-profit sector and in unionized work environments will be considered an asset.
- HR certification is preferred.
- Excellent leadership, communication and interpersonal skills.
- Strong knowledge of employment laws, DEIB best practices and HR compliance requirements.
- Ability to handle sensitive employee issues with professionalism, discretion, and integrity.
- Proven ability to lead committees, facilitate meetings, and implement employee engagement and diversity initiatives.
Compensation
- Salary commensurate with experience; current annual salary starting at $120,000.
- Benefits include 100% employer paid health and other benefits, including: life, long-term disability and extended health and dental; four(4) weeks annual vacation; enrolment inthe Municipal Pension Plan.
