HEABC takes a provincial leadership role in human resources and labour relations, including disability management, issues management for more than 218 publicly funded health care employers. HEABC is responsible for negotiating six major provincial agreements covering more than 138,000 unionized health care employees including nurses, health science professionals, ambulance paramedics and dispatchers, physician residents, and support workers in both facilities and community settings.
The BC Care Aide and Community Health Worker Registry (the Registry) is a provincial government initiative managed by the Health Employers Association of BC. It was created to safeguard vulnerable people in care by registering Health Care Assistants (HCAs), investigating allegations of abuse, and enhancing HCA training standards.
The successful candidate may be permitted to work in a hybrid model (combination of in-office and flexible work location) and will live within commuting distance of our Vancouver office.

OPPORTUNITY:
Reporting to the Program Manager, BC Care Aide and Community Health Worker Registry, the Consultant, Education Assessments (the Consultant) must have expertise in the areas of adult education, online learning/development and program evaluation. The Consultant will support the verification of HCA qualifications as required for registration with the Registry, and the evaluation of BC HCA training programs, ensuring they meet the established standards required for registry recognition.
The successful candidate will: maintain effective working and consultative relationships; be responsible for implementing education and credential assessment programs and other initiatives to improve standards of practice; attend events and produce presentations, reports, and materials on behalf of the Registry and its education assessment initiatives.
ROLE KEY RESPONSIBILITIES:
- Evaluate and assess BC HCA training programs delivered by education providers throughout the province to ensure their compliance in meeting established standards required for recognition by the Registry.
- Make recommendations on assessment decisions for BC HCA education institutions and individual applicants.
- Provide advice to BC Educational Institutes that train HCAs on how to become recognized by the BC Care Aide and Community Health Registry and promote usage of the Registrys self-assessment process and online assessments systems.
- Participate and support the credential/competency/PLAR (Prior Learning and Recognition) assessment process.
- Establish and maintain effective and collaborative relations with Private Training Institutions Branch Agency, health authorities, regulatory bodies, educational institutions, registrants and others.
REQUIRED KNOWLEDGE AND EXPERIENCE:
- University degree in Adult Education, a health discipline, or related field with five (5) to seven (7) years of recent related experience working in curriculum development, adult education, online learning, education administration, education program evaluation, planning, developing and problem solving or an equivalent combination of education, training and experience.
- Demonstrated skills: collaborative practice; complex problem solving and group facilitation within unclear guidelines or established frameworks; good research skills; presentation and communication skills; ability to use judgment and prioritize work and work within a digital work environment.
Commitment to high professional and personal standards of work and conduct. - Must possess a valid BC Drivers License.
- Ability to travel is required.
- An instructional credential or relevant pedagogical training is considered an asset.
- Ability to develop online courses (in Articulate 360) and set up online learning in open-source platforms (e.g., Moodle) is considered an asset.

Salary Range: $74,618 to $97,937
Typical Hiring Range: $74,618 to $93,273
In determining salary, HEABC considers many factors including the successful candidates skillset and experience, as well as internal equity. The final salary offer will be at HEABCs sole discretion and presented as part of a competitive total compensation package.
