Position Description

Reporting to the Director, Exam Administration, the Manager, Assessment Performance is primarily responsible for integrating strategic goals into operational unit planning. This includes providing portfolio oversight and undertaking business development activities including stakeholder relations. Collaborates with unit leadership on, program performance via evaluation of traditional and simulation-based assessments across the organization. They also contribute to policy and practice development. The Manager, Assessment Performance will also play a pivotal role in supporting the Director to find program efficiencies and implementing iterative quality improvements.

Key Accountabilities

Strategic Leadership

Supports the Director in managing key partner relations efforts

Identifies opportunities to expand service offerings to existing clients

Conducts business development activities with potential new clients including writing proposals

Monitors and responds to issues management with key partners, programs and assessments

Brings basic project management skills including preparing Power Point presentations, briefing materials and the identification and mitigation of program level risks

Acts as a member of the organizations Senior Management Committee to effectively implement the strategic plan

Participates in other leadership committees and/or performs other duties as may be required

Program Management & Development

Prepares program evaluation and reports of assessment and simulation performance

In conjunction with directors, manager, staff consultants and subject matter experts, engages in program development and implements strategies that allow for the facilitation of quality assessments that support the business needs of Touchstone Institute

Provides input and recommendations to senior staff regarding the strategic development of Touchstone Institutes assessment portfolio

Oversees and contributes to the development of content for assessments in collaboration with internal staff and external subject matter expert

Operational Management

Provides leadership for the achievement of program goals and targets

Collaborates with internal departments and external stakeholders to align assessments and simulations with assessment objectives and standards.

Develops and implements schedules for both traditional assessments and simulation-based assessments across various disciplines, and maintains operations management responsibilities for each organized assessment activity to ensure it meets client and assessment outcomes

Conducts analysis of assessment and simulation business opportunities and market trends

Develops and implements continuous reviews of unit policies and procedures

Organizational Planning (e.g. business continuity plan)

Researches and implements technological solutions to assessment administration and other leading practices to enhance assessment services

Implements and maintains quality control processes and measures

Develops, plans, and tracks the departments operational budgets, in collaboration with the Director, to ensure that expenditures are managed within the overall available budget

Oversees examinee score reporting requirements

Provides cross-over support and event support to unit as required

People Leadership

Together with the units leadership team, develops and executes strategic staffing plans, ensures the efficient and effective assignment/allocation of human resources, and addresses performance-related issues

Provides leadership, direction, and oversight to direct reports, meeting regularly to provide direction, feedback and mentoring support

Monitors the performance of direct reports on an ongoing basis in accordance with Touchstone Institutes performance planning and review process

Monitors work and scheduling and approves overtime, vacation, and requests for time off while considering operational needs and work commitments

Leads the training and ongoing professional development of direct reports

Oversees the development and maintenance of examiner and examinee databases, ensuring that they remain current and inclusive of the needs of the department

Position Requirements

Knowledge

Advanced knowledge of various assessment methodologies, including in-person, online and virtual, OSCEs, and remote site administrations

Strong understanding of simulation methodologies, simulation technologies, including virtual and physical simulation environments

Familiarity with assessment technologies and their application in high stakes environments

Understanding of assessment security and administration procedures

General understanding of the regulatory process and registration pathways for internationally educated professionals seeking licensure in Canada

Knowledge of relevant accreditation standards and compliance regulations for assessments and simulations.

Skills

Strong analytical and report writing skills

Excellent written and verbal communication and presentation skills to support interaction with potential partners, key stakeholders, government funders and examinees

Well-developed critical thinking skills to identify key issues and propose solutions to program setbacks

Excellent organizational skills, project management skills and the ability to manage multiple tasks

Strong interpersonal and collaboration skills to work with others to coordinate information

Strong supervisory and leadership skills

Qualifications

Bachelor's degree in education, Healthcare, Business Administration, or a related field is required

Master's degree in a relevant/related field is an asset

At least 5 years experience in project leadership and/or management role

We follow a hybrid work model with two designated in-office days:Tuesdays and Wednesdays.Successful candidatesmust be availableto work on-site during these days.
