This Senior Planner position will focus on policy planning initiatives, including overseeing the development of long-range plans, policies, and special studies that will guide future growth and address evolving community needs. Working in conjunction with the other Senior Planner, this position also manages the processing of a range of planning and development applications. The senior planner is responsible for providing professional planning advice to Council, members of the Public, property owners, property developers and staff with respect to policy planning matters within the Municipality of Port Hope (“Municipality”) in accordance with all applicable Municipal, Provincial and Federal Acts, Regulations, Policies and Standards.
Compensation:
35 hours per week; 91,550 - 107,100 per annum

Qualifications:
  • A University degree in Urban Planning or related field (Diploma in Urban and Regional Planning Technology or equivalent) combined with progressively responsible experience in planning policy and research projects.
  • Must hold the designation of Registered Provincial Planner (RPP) and be a member of, or eligible for membership in the Ontario Professional Planner Institute (OPPI) and Canadian Institute of Planners (CIP) or equivalent.
  • Membership in the Canadian Association of Heritage Professionals (CAHP) would be an asset.
  • Five (5) to Seven (7) or more years progressive planning experience is required, preferably with supervisory experience; Municipal experience would be an asset.
  • Verbal communication skills including courtesy, tact, explanation, interpretation, counseling, persuasion and judgment.
  • Written communication skills including grammar/spelling skills for proofreading, editing and writing of reports / correspondence.

  • Proficient in the use of Microsoft Office and GIS software.
  • Ability to work independently under time constraints and to meet deadlines.
Responsibilities:
  • Lead and/or assist with policy planning studies and special projects such as Official Plan reviews, Zoning By-law reviews, Secondary Plans, Community Improvement Plans and other policy matters.
  • Monitor and advise Management on compliance with changing Provincial Policies and legislation (e.g. Provincial Planning Statement, Oak Ridges Moraine Conservation Plan, Green Energy Act, County official plan and others).
  • Manage planning and development applications, including Official Plan amendments and Zoning By-law amendments in compliance with applicable Municipal and Provincial legislation, and assist with consent and minor variances, plans of subdivision, and site plan proposals as needed.
  • Represent the Planning division and provide recommendations and professional planning opinion to Council, the public, special purpose bodies, committees, government agencies, stakeholders, and interest groups by communicating information, corporate objectives, recommending courses of action and facilitating solutions; attend Council meetings, Committee of the Whole meetings and other Committees of Council as required. Facilitate and lead public consultation and community outreach meetings on planning matters.
  • Undertake planning studies / projects within timelines and approved budget. As required coordinate the activities of external consultants, including but not limited to the hiring of consultants, developing, and issuing RFQ's, RFPs, pre-qualifications, participation in the evaluation/selection process, and contract award including oversight of budgets and invoicing.
  • Prepare, review and comment on Motions, Affidavit, Orders, Outline of Evidence, Witness Statements, in preparation for Ontario Land Tribunal (“OLT”) hearings; attend OLT hearings as an expert witness pertaining to Land Use and other planning matters including appeals and coordination of same in cooperation with the Municipal Solicitor and staff on behalf of the Municipality; present evidence and provide professional opinion at OLT hearings.
  • Provide functional guidance and mentorship to Planning staff. Fulfill the duties of the Manager, Planning in their absence.
  • Demonstrate commitment to delivery of services and interact with the public in a courteous, informative, appropriate and prompt manner at all times and in all circumstances; provide information regarding services in area of expertise and support Municipal policy, procedures and by-laws.
  • Adhere to high standards of ethical behaviour and demonstrate their understanding that their personal actions impact the public's perception of the Municipality.
  • Perform other duties as assigned by the Manager, Planning or designate.
