Who You Are:
We are seeking an experiencedPre-Construction Manager to join our team and support the Estimating Department. This role is instrumental in ensuring that all necessary project information is gathered, reviewed, and organized before execution. The ideal candidate will have expertise in mechanical construction, electrical and instrumentation, concrete, and other related disciplines.
This position requires strong analytical, planning, and organizational skills to support constructability reviews, project planning, procurement coordination, and risk assessment.
The Pre-Construction Manager is responsible for ensuring that key deliverables, including manpower planning, scheduling, execution strategy, procurement, RFQ reviews, and shipping plans, are completed within specified timelines. This ensures seamless coordination between estimating and field execution teams, optimizing resource allocation and project readiness.

What we're looking for from you – If this describes you, we'd love to meet!
- Experience: 10 years in construction management, estimating, or pre-construction planning
- Education: Degree or diploma in construction management, engineering, or a related field or equivalent in experience
- Strong knowledge of mechanical, electrical, instrumentation, and concrete construction
- Proficiency in manpower scheduling, procurement logistics, and RFQ assessments
- Experience using construction software and project management tools
- Ability to analyze constructability and identify potential project risks
- Excellent communication and organizational abilities
- Strong problem-solving and multi-tasking capabilities
- Ability to collaborate effectively with estimators, project managers, and field teams
Requirements
1. Estimating Support & Pre-Construction Planning
- Provide constructability support to the estimating team for project bids, ensuring feasibility and efficiency
- Collaborate with the estimating team to review project scopes and RFQ (Request for Quotation) plans, ensuring technical accuracy
- Review RFQs before submission to confirm alignment with the field execution plan and project requirements
- Evaluate RFQ responses upon receipt to ensure compliance with project specifications, constructability standards, and field execution needs
- Assist in identifying potential risks, constructability challenges, and schedule constraints across mechanical, electrical, civil, and instrumentation scopes
- Compile and deliver all pre-construction documentation to the estimating team in a timely manner
2. Project Scope & Execution Planning
- Develop and manage site crew pods within the manpower loading chart
- Create a comprehensive manpower loading plan, covering both direct and indirect labor needs
- Develop a shift-by-shift or activity-based Construction Execution Plan (CEP) to optimize field efficiency
- Identify and list rental equipment and specialty services required for site execution
- Coordinate with the estimating team to refine work breakdown structures for scheduling
- Ensure scope deliverables align with manpower and resource allocations
3. Procurement & Logistics Coordination
- Develop and oversee shipping plans to ensure the timely delivery of materials and equipment
- Assist in developing procurement strategies and coordinating with vendors for critical materials and equipment
- Manage rental equipment logistics, optimizing cost efficiency and utilization
4. Communication & Documentation
- Provide regular updates to the estimating team on project readiness, constructability concerns, and risk factors
- Ensure all supporting documents, schedules, and reports are well-organized and accessible
- Liaise with project stakeholders to clarify requirements, resolve discrepancies, and align expectations
- Maintain accurate records of RFQs, vendor responses, procurement decisions, and key project milestones
