Surespan Group is looking for a professional, versatile and experienced Corporate Manager to cover the disciplines of Environment, Occupational Health and Safety, and Quality Assurance and Controls (hereafter generally noted asEHSQ) this role provides shared services to several active construction-related business units in the Surespan Group of Companies.

This is a full time and permanent role which will report directly to the Group Chairman and be located at the Head Office address of 38 Fell Avenue, North Vancouver, BC, V7P 3S2.

The industry scope of this role covers heavy civil construction, industrial and commercial construction, fabrication and manufacturing in the steel and concrete sectors, energy sectors, traffic management, and mining.

Role & Responsibilities:

Successful candidates will be self-motivated and driven to achieve high-performance results, all the while providing strategic leadership to embed a corporate-wide safety culture.

The successful applicant will have the ability to develop, implement, and manage effective safety programs, as well as meet all applicable federal and provincial rules and regulations.

  • Work closely with EHSQ Managers from Surespan Business Units to maintain the highest level of EHSQ performance and ensure flawless EHSQ-communication between companies;
  • Manage and maintain performance of business unit EHSQ Managers;
  • Develop and implement the Company safety management systems education and training programs, accident prevention initiatives, first aid provisions, emergency response, fire safety, accident investigations and injury reporting protocols;
  • Effectively implement changes and change management as required;
  • Manage and execute the internal audit program (COR, etc), for the formulation of action plans (that are subsequent to the audit) and achieve full compliance with audit recommendations;
  • Development and implement policies, safe work plans, safe work practices and safe job procedures for all business units;
  • Preparation of pre-job hazard assessments, corrective action logs and first aid assessments;
  • Inspect the worksites and conduct site inspections.The expectation is that at the Corporate Health and Safety Manager will periodically spend time traveling to job sites and administrative offices across Canada, as required;
  • Spend time talking to and listening to employees;
  • Communicate how initiatives are being received and how effective they are.

Other roles and responsibilities:

  • Review, as required, pre-qualification health and safety documentation prepared for proposals, tenders and bids, etc.;
  • Review EHSQ tasks documentation and provides feedback to address areas of for improvement;
  • Assist with the organization, management and execution of external COR audits (e.g. site escort);
  • Monitor and maintain the subcontractor safety management program (i.e. subcontractor assessments, pre-qualification EHSQ questionnaires, etc.);
  • Organize the EHSQ training for field and office personnel;
  • Update the Surespan Construction EHSQ Program manual as required;
  • Stay current and research multi-jurisdictional EHSQ Regulations and develops strategies to adhere to new Regulations, guidelines and industry standards.
  • Provide direction to Equipment Management tasks with respect to equipment related EHSQ matters (e.g. enforcement of mobile crane CSA standards, operator training, environmental hazards);
  • Obtain and maintain Provincial Certificate of Recognitions, BCFSC Safe Company Status designation and other Certificate of Recognition equivalencies as they benefit the Company;
  • Liaise with clients, prime contractors and subcontractors concerning EHSQ related matters;
  • Liaise with various jurisdictions Government Representatives with respect to project site inspections, work orders, etc. and ensure that work orders are addressed in an expedient and professional manner;
  • Investigate incidents, incident investigation and the reporting program to prevent recurrence of incidents and to ensure information on incidents is shared adequately across all locations. Revise procedures as appropriate;
  • Take a lead role in risk management, hazard assessment, task analysis training in risk control, corrective actions and monitoring effectiveness of new and existing control measures;
  • Lead the monthly Safety Committee Meetings;
  • Fiscal tracking and reporting of EHSQ expenditures;
  • Maintain current EHSQ statistics.

Education Requirements:

Completion or studies in the following may be required; multiple diplomas or certifications will be looked upon as more favorable:

  • Environmental protection and other studies;
  • Occupational Health and Safety;
  • Operational Quality Assurance (e.g. ISO);
  • Six-sigma, Kaizen, S4S and similar programs.

Experience:

  • Senior level experience in safety compliance including experience in a health and safety management role in relevant scopes and industries;
  • An equivalent combination of education and experience. Skills, Knowledge and Competencies;
  • Understanding and application of knowledge in appropriate Regulations in BC and Canada, including WorkSafe BC Regulations.;
  • Record of successfully implementing safety management programs and policies;
  • Thorough understanding of accident causation and prevention;
  • Experience in carrying out and managing competent internal and external audits;
  • Demonstrable ability to work effectively at all levels of the organization and to collaborate with Project Managers and field crew in order to achieve excellent health and safety standards;
  • Demonstrable analytical and problem-solving skills;
  • The ability to support Project Managers and Supervisors with their safety responsibilities;
  • Strong leadership ability and sound judgment skills;
  • Ability to develop innovative solutions that will impact behavior and continually draw focus on personal safety as being the top operating priority;

Wages and Benefits:

Salary is posted at CA$120,000-140,000 per annum, and is commensurate with experience, expertise, qualifications, training requirements, and ability to fulfill all the obligations outlined above.

Vacation meets Provincial and Federal regulations and starts with 2 weeks, for discussion following a 3-month performance review.
