The Wireline Construction Manager is responsible for the successful execution of wireline design and construction projects. This role includes overseeing Team Leads, Site Supervisors, and Foremen to ensure that all tasks are completed safely, on schedule, within budget, and meet high-quality standards. The Manager is also responsible for managing project budgets, timelines, and ensuring timely project delivery. Additionally, this position requires providing leadership to effectively manage risks, monitor project health, and guarantee that each stage of the project is initiated and completed on time.

Key Responsibilities:

  • Oversee construction activities related to the placement of telecommunications services and fiber optic cables.
  • Assist with conducting internal audits to ensure compliance with procedures, controls, and applicable regulations.
  • Review payroll hours and manage project costs.
  • Perform business case analysis and job verifications.
  • Track performance metrics for project teams.
  • Provide support for job-related issues, including customer and public interactions.
  • Interpret construction blueprints and plans.
  • Ensure utility locates are conducted, maintaining safety for both the public and network.
  • Demonstrate extensive expertise in operating equipment such as directional drills, backhoes, excavators, fiber plows, pull cats, and fiber blowing/pulling operations.
  • Possess in-depth knowledge of both outside plant (OSP) and inside plant (ISP) telecommunications facilities.
  • Identify and resolve any construction or technical issues that arise during the project.
  • Monitor project progress and finances, ensuring that quality standards are met throughout.
  • Report project status to the Operations Manager, escalating issues as needed.
  • Make strategic decisions and provide guidance to the project teams.
  • Engage with clients, stakeholders, and project managers to provide regular updates on project progress while fostering strong relationships and ensuring satisfaction.
  • Develop and implement cost-effective strategies for completing projects, including the project close-out process.
  • Manage risks to avoid project delays and reputational harm.
  • Ensure all required permits and construction work packages are secured prior to starting the project.
  • Coach and mentor project teams through performance assessments, one-on-one sessions, and constructive feedback.
  • Ensure adherence to our clients Health and Safety guidelines, participate in audits, and assist in crisis management planning.
  • Champion safety initiatives, introduce new safety processes and tools, and set a positive example for the safety culture.
  • Promote a safe and productive work environment for all team members.

Required Qualifications:

  • Technical Diploma or equivalent work experience.
  • At least 5 years of relevant experience in telecommunications wireline construction.
  • In-depth understanding of telecom OSP/ISP projects and the processes involved in building or upgrading wireline networks.
  • Experience with project scheduling, planning, and management.
  • Ability to read and interpret construction documents, ensuring they are complete and in line with expectations, while protecting both the owner's and our clients interests.
  • Knowledge of construction costs and budgeting.
  • Proven ability to foster a team-oriented and safety-conscious work culture.
  • Strong communication and leadership skills.

Work Environment:

  • Combination of office and field work.
  • Requires manual dexterity for computer and peripheral use.
  • Interaction with senior and middle management, team members, subcontractors, and clients.
  • Repetitive tasks may be involved.
  • Overtime may be required as necessary.
