DUTIES:

Reporting to the Deputy City Planner – Development, this position will assist the Deputy in the administration and supervision of the Development Planning Section and perform the duties of the Deputy during their absence. Responsible and accountable for ensuring development applications are processed in compliance with Provincial legislation, City policies, regulations and procedures and timeframes prescribed by the Planning Act. Specifically, the Manager of Development will be responsible for oversight and management of the Committee of Adjustment, Street and Alley Closure process, and Zoning services—including recruitment and direct supervision of union and non-union staff within these service areas.

The Manager of Development will also be responsible for:

  • Proactively developing and maintaining positive relationships with representatives of the development community, internal departments, and agencies involved in development approvals;
  • Implementing new programs as required to meet changing service needs, technological advances, development trends, and legislative changes—including actively pursuing means of streamlining the development approvals process;
  • Exercising judgment in the administration of City policies, procedures, regulations, and by-laws while ensuring that time-sensitive issues receive prompt attention and clear and decisive action;
  • Reviewing, refining, and presenting clear recommendations on all land use matters to the Committee of Adjustment, Development & Heritage Standing Committee, and City Council.
  • Coordinating public information, communications and consultation relevant to development application processing;
  • Creating an environment that fosters timely and high-quality customer service and clear and concise communication;
  • Developing staff training and ensuring familiarity with appropriate policy and legislation;
  • Liaising and negotiating with landowners, developers and outside agencies;
  • Managing and coordinating complex studies and coordinating the work of consultants in the completion of planning responsibilities;
  • Representing the Planning Department and Corporation on interdepartmental and intergovernmental initiatives;
  • Authoring and presenting reports and recommendations to the Committee of Adjustment, Development and Heritage Standing Committee, and City Council;
  • Providing expert evidence before the Ontario Land Tribunal (formerly the Ontario Municipal Board) and other tribunals;
  • Will perform Occupational Health and Safety duties as outlined in the Corporation's Health and Safety Program and other related duties as required.

QUALIFICATIONS:

  • Must have a Master's Degree in Urban Planning, Environmental Studies, Urban Geography, or Architecture or related field or Ontario Ministry of Education equivalency and a minimum of two (2) years of progressively responsible professional planning experience; OR
  • Must have a University Degree in Urban Planning, Environmental Studies, Urban Geography, or Architecture or related field or Ontario Ministry of Education equivalency and a minimum of four (4) years of progressively responsible professional planning experience; OR
  • Must have a Post Secondary College Diploma in Urban Planning, Environmental Studies, Urban Geography, or Architecture or related field or Ontario Ministry of Education equivalency and a minimum of six (6) years of progressively responsible professional planning experience;
  • Must be a member of the Canadian Institute of Planners (MCIP) or be able to attain full membership in the Ontario Professional Planners Institute (OPPI) within one (1) year of accepting the position;
  • Experience providing expert land use evidence before the Ontario Land Tribunal (formerly the Ontario Municipal Board) is considered an asset;
  • Must have proficiency in Windows based software including WORD, Excel and graphic software;
  • Must have excellent verbal, writing and presentation skills;
  • Must have the ability to set priorities, solve problems and meet deadlines under pressure;
  • Must have demonstrated management, administration and supervisory ability;
  • Must have the ability to travel to off-site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
  • Will be required to complete and remain current as per the requirements of the Corporation's Management Certificate Program.
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
  • The physical demands analysis associated with this job indicates a sedentary level of work.
