The Civil Infrastructure - Project Manager - Infrastructure Development is responsible for overseeing the end-to-end planning and execution of multiple projects for internal and external clients. This role involves managing budgets, schedules, design, permitting, procurement, field operations, commissioning, safety, and comprehensive progress reporting while proactively addressing issues as they arise.

Roles & Responsibilities

  • Manage infrastructure development projects through all phases, including feasibility studies, site reconnaissance, cost estimation, responding to third-party RFPs, scheduling, engineering design, and technical documentation.
  • Coordinate and manage projects from initial design through construction, ensuring adherence to standards, best practices, budgets, timelines.
  • Monitor and evaluate consultant and contractor performance, identifying and resolving potential issues to prevent project delays or budget overruns.
  • Prepare cost estimates, technical reports, project proposals, and external communications.
  • Lead planning meetings and provide on-site supervision as necessary.
  • Cultivate relationships with internal stakeholders, external clients, and third-party entities (government agencies, municipalities, utility providers, etc.).
  • Contribute to contract specifications based on CCDC and industry standards for assigned projects.
  • Review engineering drawings and ensure accuracy and completeness of specifications.
  • Foster a positive team culture and maintain productive relationships.

Skills, Knowledge, & Abilities

  • Excellent communication skills, both verbal and written, with the ability to engage effectively with diverse stakeholders.
  • Demonstrated leadership in creating a respectful and collaborative work environment.
  • Strong understanding of project management methodologies for civil and track projects, from investigation through to execution and administration.
  • Proactive in identifying project risks, opportunities for design improvements, construction efficiencies, and cost savings.
  • Ability to meet project deadlines and operational requirements in a fast-paced environment.
  • Familiarity with AREMA standards, Transport Canada Rules Regarding Track Safety, CCDC Templates, FRA Track Safety Standards Compliance Manual, and Canadian Rail Operating Rules.
  • Knowledge of safety regulations, environmental guidelines, and regulatory processes across Canada.
  • Proficiency in Windows, Microsoft Project, Excel, Word, PowerPoint, AutoCAD (Civil 3D), and Bluebeam.
  • Valid Driver's License and willingness to travel regularly throughout North America.

Education & Experience

  • Bachelor's Degree in Civil Engineering or Professional Engineer (P.Eng) designation, or valid registration with a provincial engineering regulatory body in Canada.
  • Minimum 7 years of professional experience in the railway industry, with emphasis on construction oversight, administration, and project management.
  • Experience in topographic surveying, track, road, and municipal design requirements.
  • Proven track record in researching, authoring, and contributing to formal written reports.
  • Previous experience managing teams working collaboratively on projects.
  • in Business or Project Management is preferred
