Description
KEY CONTRIBUTIONS
Functional/Technical
- Advises on, and as appropriate leads, activities related to project scope, definition, risk management, and quality assurance to ensure projects deliver expected outcomes
- Performs complete start to close-out project management on complex projects to ensure projects meet defined objectives, scope, budget and timelines
- Establishes, manages and directs resources to ensure the necessary level and capabilities are represented on a project team in order to ensure successful delivery of the project
- Provides direction and advice to staff and personnel assigned to individual projects, through all project stages (e.g. on administrative, design, editing, technical, estimating, and priority issues as appropriate).
- Reviews and advises on project contract documents (e.g. requests for acquisitions, requisitions for purchase orders, change orders for contracts and addenda for consultant agreements)
- Ensures that capital projects and programs for new, replacement or enhanced infrastructure, maximize customer service, satisfy internal stakeholder requirements, incorporate external agency requirements, and serve public interests
- Leads the development, reviews and approvals of Project Charter and Project Plan document
- Leads the identification, assessment, mitigation and communication of project risks
- Creates, manages and reports on budgets for assigned projects, to ensure projects are delivered within budget expectations
- Reviews and evaluates studies, reports, design proposals, specifications and contract documents, to meet established policies, procedures and standards applicable to projects
- Develops and delivers reports and presentations defining plans, issues, status and resolutions to appropriate levels of management
Customer/Stakeholder
- Participates in PRESTO management activities related to project activities involving Metrolinx, service providers, vendors and other stakeholders to ensure project requirements are delivered and project status is reported in a timely and accurate manner;
- Leads and partners with vendors to deliver agreed business and solution outcomes
- Manages the project partnerships with contractors, service providers, Metrolinx and other stakeholders to administer PRESTO's fare system supply and operations contracts
- Recommends and implements corrective action plans where variances in project plan execution occur, communicates with internal and external stakeholders, and negotiates change orders and revised schedules
Operational Excellence
- Partners with Procurement to develop value-for-money procurement models to meet project outcomes
- Applies best practice project management processes and practices
- Collaborates with the Manager, PMO to develop and improve PRESTO project management methodologies and standard practices
Financial Stewardship
- Manages the project funds dedicated to the delivery of the assigned project; assists Vendor Management to negotiate amendments to contractual obligations with vendors
- Ensures that all project cost and scheduled activities are identified, continuously monitored, and clarifications/changes managed properly to maintain adherence to schedule and budget
People Leadership
- Leads and coaches members of diverse and cross functional project teams, including consultants, in project management practices (e.g. project scope, budget, schedule, quality, risk, safety, etc.) to ensure projects deliver their outcomes within scope, budget and timelines.
- Demonstrates Metrolinx's values and leadership competencies for others, including sub-contracted vendors
Section 3: Requirements
Education:
- Completion of a degree in Engineering, Computer Science, or a related discipline or a combination of education, training, and experience deemed equivalent
Experience:
- Minimum 8 (eight) years of related project management and coordination experience, preferably in or technology related environments.
- Demonstrated progressive experience in project management, planning, budgeting, prioritization and risk management, which preferably includes the deployment or implementation of large scale initiatives.
- Experience implementing both infrastructure and software systems would be beneficial
- Certifications or Designations: Project Management Professional (PMP)designation an asset

Technical Competencies
- Knowledge theories, principles, and practices for project management of IT systems and technology projects that incorporate capital and operating components
- Proficiency in the use of project management software and computer applications
- Knowledge of program management, planning, budgeting, prioritization, risk and change management principles, methods and techniques to manage the development, deployment and implementation of medium scale fare system/program initiatives.
- Experience in procurement and contract management to initiate tenders, evaluate bids, make recommendations for approval, and plan, direct, coordinate and monitor the work of consultants for compliance with user group and Metrolinx standards, policies, and procedures
- Budget management experience to prepare project budgets and monitor within budgetary limits
- Effective written, oral, presentation and interpersonal skills to articulate and present advice, options and recommendations to senior management and business clients on projects and technology solutions.
- Leadership and management skills to manage and motivate cross functional teams and set high standards and clear expectations.
Section 5: Unusual Working Conditions (optional)
- Works a standard 36.25 hr. work week within an office environment but may be required to work extended hours to meet business requirements. No unusual or disagreeable conditions
