Senior Planner
Reporting to the Director of Planning and Development, the Senior Planner provides specialized knowledge of the planning field and a more elevated level of duties and responsibilities.
The Senior Planner is expected to have knowledge and expertise in one or more planning areas (e.g. policy development, urban design, secondary plans, subdivisions, site plans, community improvement plans, zoning, etc.).
Duties and Responsibilities
  1. Responds to inquiries and provides professional planning information and guidance to developers, landowners, and the general public to ensure development adheres to municipal, county and provincial planning regulations, guidelines, policies and standards (e.g. Official Plan, Zoning By-Law, Policy, Planning Act and Provincial Policy Statement, Development Standards).
  2. Process or assist in the processing of major development proposals (e.g. re-zoning applications, site plans, plans of subdivisions/condominiums), for conformance with provincial, county, and municipal planning objectives, policies and regulations and making recommendations and negotiating plan changes and/or conditions of development.
  3. Work with the Director and Planner to administer the Town's development control functions (e.g. site plan agreements, subdivision agreements, development agreements, etc.) in accordance with provincially prescribed and Council approved policies.
  4. Undertake and/or work with the Director to prepare and update policy planning studies and special projects such as Official Plan reviews, Zoning By-law reviews, Secondary Plans, Community Improvement Plans, Heritage Conservation Plans, local comprehensive reviews, and other long-range plans, policy initiatives and special studies as required.
  5. Develop and manage assigned planning or special projects, including research, analysis, and policy formulation, to meet deadlines and ensure compliance with the terms of reference.
  6. Provide professional planning advice and interpretation on planning-related matters to Administration, Council, Committees of Council, external agencies, the development sector and the general public in accordance with the code of professional conduct adopted by the Ontario Professional Planners Institute and Canadian Institute of Planners.
  7. Prepares and gives evidence at Ontario Land Tribunal hearings and other forums as an expert witness.
  8. Lead internal technical and planning review meetings for all planning and development applications, ensuring that all tasks are completed promptly and efficiently.
  9. Liaise with government agencies, neighbouring municipalities, local organizations, developers, community groups, and other agencies on planning and development matters.
  10. Lead, attend and/or participate in Council, Committee, public meetings and community consultations as required and promote a high standard of customer service and collaboration with the public and internal customers.
  11. Perform all other duties as required under the Municipal Act and any other duties as assigned by Council.

Qualification
  1. University degree in Urban or Rural Planning, Environmental Studies or closely related discipline.
  2. Minimum of three (3) years experience in municipal planning, preferably at a management, Senior Planner or supervisory level.
  3. Registered Professional Planner with Full membership in the Canadian Institute of Planners.
  4. Strong knowledge of the Planning Act, Provincial Policy Statement, the Municipal Act and other provincial legislation and policies that affect land use planning and development.
  5. Extensive knowledge of good land use planning principles as they relate to planning and development.
  6. Experience in preparing and delivering planning evidence at Ontario Municipal Board hearings.
  7. Ability to communicate information related to complex matters, often in a public forum, while being accountable for the information being conveyed; and facilitates and resolves conflicts between competing interests.
  8. Ability to respect confidentiality, and to communicate effectively and courteously with all levels of staff, external government agencies/authorities, the development community, ratepayer groups and the general public.
  9. Knowledge of GIS mapping and CloudPermit (online application) processes preferred

Working Conditions
Work will be within an office environment with office hours from 8:30 a.m. to 4:30 p.m., off-site meetings and site visits will also occur on an as-needed basis.
The Senior Planner will be required to attend Council meetings during the evening as required and Committees of Council (e.g. Heritage Committee, Committee of the Whole, Committee of Adjustment, Economic Development and any other committee meetings as required).
Wage Rate
$108,010 - $135,013 (Salary Band 8), Non-union position
