Your New Role:

Collaborating with the Estimating Manager and Business Development Manager, you will play a key role in supporting the development of new market initiatives and business opportunities. Your focus will be on leveraging regional resources and assets, while considering current industry trends and the competitive landscape. Additionally, you will build and maintain strong relationships with clients, suppliers, government entities, and the public, ensuring estimating deliverables align with the proposal strategy.

We are seeking a highly skilled and experienced Senior Estimator specializing in ICI Construction to join our team. The successful candidate will be instrumental in accurately estimating costs for construction projects, contributing to competitive bids and successful project delivery. You will work closely with project managers, engineers, and subcontractors to develop comprehensive and precise estimates.

This is a full-time, permanent position based in our Arnprior, ON office. The role will involve occasional on-site visits across Eastern and Northern Ontario as required.

Specific Duties and Responsibilities:

While the Senior Estimator is responsible for a multitude of duties, the main functions include:

  • Ensure compliance with all Sullivan policies and procedures.
  • Analyze contract documents, including isometric, as-built, and engineering drawings, as well as specifications for various project types (e.g., hard-bid/lump-sum, construction management, design-build) to determine overall requirements (bonding, insurance, etc.).
  • Perform quantity, material, and labor take-offs from drawings, specifications, and related documents.
  • Lead pricing of general expenses and project-specific requirements for medium to large projects.
  • Assist in presenting estimates and proposals, including preparing and delivering client presentations.
  • Document, archive, and organize all estimate-related information for transfer to the project team upon award.
  • Conduct risk and opportunity analyses for review by the Estimating Manager, incorporating findings into the risk register.
  • Coordinate with external consultants and project management organizations to develop project budgets and oversee the tender development process on behalf of clients.
  • Help construct critical path schedules with milestone dates and completion timelines to meet contract deadlines.
  • Perform post-bid analyses and assist the project management team with trade buy-out strategies on successful submissions.
  • Act as a key contributor in pursuit activities to secure the project.
  • Provide preconstruction services, including preliminary budget development, cost planning, and value engineering exercises.
  • Participate in developing procurement plans, labor and equipment forecasts, logistics plans, site workflows, and project risk registers.
  • Participate in design, constructability, and value engineering reviews to ensure project efficiency.
  • Prepare and manage project budgets during the pre-construction phase.
  • Ensure constructability considerations are addressed before sub-trade tendering.

Health, Safety, and Environmental:

  • Adheres to all safety procedures and regulatory compliance.
  • Communicates and enforces safety standards in conjunction with the Health, Safety, and Environmental Officer.


Quality:

  • Adheres to all processes and procedures in the Sullivan Integrated Management System (S-IMS).
  • Ensures the quality of produced efforts reflects the Sullivan quality standards core values.

What You Will Need to Succeed:

  • Bachelor's degree or diploma in related discipline or trade experience or an equivalent.
  • Eligible for or have attained PQS, CET, or Gold Seal designations.
  • Over 10 years of hands-on experience as a Cost Consultant or Estimator, covering a full range of project delivery methods, including lump sum, construction management, and design-build. This experience should include direct estimation of large-scale commercial, high-rise, civil, and institutional construction projects valued at $50M or more.
  • Proficient in self-perform estimating and productivity analysis.
  • In-depth knowledge of various construction methods, planning, scheduling, sequencing, potential challenges, and timelines. Serving as a district champion in these areas.
  • Knowledge of key principles involved in bid preparation, including quantity takeoff procedures and systems, subtrade contractor procurement, pricing and bid-closing procedures.
  • Skilled in using estimating software programs, on-screen takeoff programs, and advanced skills using Microsoft Office Suite.
  • Bilingualism is considered an asset.
  • Must be able to obtain and maintain a Level II Secret Government clearance.
