About Community Healthcaring Kitchener-Waterloo (The Health Centre)

The Health Centre provides a broad range of services aimed at improving the health of individuals and the wider community. Our services include medical and dental care, health promotion, illness prevention and outreach programming. Our expertise and resources are focused on working with those who experience health inequities and barriers to accessing health services. Collaborating as an interdisciplinary team, we provide services and supports that address the social determinants of health including factors and barriers such as poverty, inadequate housing, food insecurity, substance use, language and culture, as well as stigma and social exclusion.

The Health Centre works with the most complex client population served by primary health care professionals within Waterloo Region. Our highly skilled and diverse team works from a strength-based approach with individual clients as well as the broader community. We collaborate with many partner agencies and organizations within Waterloo Region. Our team consists of Family Physicians, Nurse Practitioners, Registered Nurses, Social Workers, Dietitians, Chiropodists, Pharmacists, Psychiatrists, Health Promoters, Community Health Workers, Administrative Staff and Volunteers.

The Health Centre is currently recruiting for the following position:

Finance Manager

Full-time Permanent 1.0 FTE

Salary: $77,721.00 - $94,947.00 plus benefits, HOOPP pension plan and more!

Job Summary:

The Finance Manager is focused on ensuring that CHCKW maintains efficient and effective financial and operating systems, processes and accountability across its business functions. The Finance Manager is responsible for providing accurate information and reporting to the CEO and other Leaders, the CHCKW Board of Directors, funders and other stakeholders. As a member of the Leadership Team, the Controller provides input for strategic decisions and direction for operational initiatives. The Controller provides direct supervision and support for assigned staff including finance and facilities and is responsible for oversight of contracted-out services.

Responsibilities:

Finance

1. Provide oversight of all financial staff activities and functions including accounts receivable, payable, general ledger and financial reporting, ensuring all processes and systems are GAAP compliant and meet or exceed all legislative, regulatory and funding requirements.

2. Develop and implement systems of accountability and internal controls.

3. Ensure timely and accurate monthly, quarterly, annual and ad hoc reporting as required by legislation, funders, CHCKW leaders and other stakeholders.

4. Prepare forecasts and lead the annual budget process.

5. Prepare and review program budgets and related expenditures.

6. Ensure the preparation and coordination of all audit materials as per Auditors requirements.

7. Ensure effective cash management and banking relations.

8. Manage all activities of the Midwifery TPA: prepare and manage budgets, provide advice and support to midwifery practices and maintain effective communications with the Ministry of Health & Long-Term Care.

9. Attend Finance Committee and Board of Directors meetings as requested by the Chief Executive Officer.

10. Manage funding contracts, leases, insurance and other related contracts and agreements.

11. Manage the acquisition of capital and other physical assets, ensuring they are properly recorded, amortized and disposed of.

Payroll & Benefits

1. Perform reconciliations and maintain sub-ledgers.

2. Perform salary and benefits projections.

3. Prepare internal payroll related reports and investigate variances.

4. Prepare statutory reports such as: Ontario Workplace Safety & Insurance Board, Ontario Employee Health Tax, Ontario Works, Statistics Canada and others as required.

5. Prepare general ledger adjustments and journal entries as required.

6. Address inquiries from employees and refer to managers when required.

Facilities

1. Manage funding contracts, leases, insurance and other related contracts and agreements.

2. Manage the acquisition of capital and other physical assets, ensuring they are properly recorded, amortized and disposed of.

3. Ensure the effective functioning of information technology, building and facilities systems, through assigned administrative staff.

Other Responsibilities

1. Participate in the development, implementation, monitoring and evaluation of health promotion/disease prevention programs for individuals and client populations as determined by the Health Centre.

2. Develop and monitor operating budgets for assigned projects/programs and ensure expenditures remain within budget.

3. As a Student Supervisor, provide orientation, ongoing support, coaching and monitoring to meet the requirements of the Health Centre and of the educational institution.

4. As a Volunteer Supervisor, provide support, training, monitoring and on-going communication as needed for the volunteer to successfully fulfill their position description.

5. Maintain a valid drivers license, access to a reliable personal vehicle and adequate insurance for work-related travel in accordance with the Health Centres policies.

6. Work during both regular and extended hours (evenings/weekends) as determined by the Health Centre. A minimum of one evening per week may occasionally be required.

7. Participate in team and staff meetings and other meetings and committee work as appropriate to support both service delivery and organizational goals.

8. Work from a Social Determinants of Health perspective to improve health outcomes for individual clients and/or for the development of community health and well-being, and to reduce health inequities.

9. Work individually and collaboratively in the development and implementation of quality improvement initiatives and activities.

10. Work in a manner that preserves privacy and confidentiality.

11. Work in a manner that ensures client safety and minimizes risk to clients, volunteers and the Health Centre.

12. Work in a manner consistent with the Health Centres Vision, Mission and Values.

13. Work in a manner consistent with the Health Centres policy and commitment to Diversity, Equity and Inclusion in all processes and practices.

14. Work in a manner that demonstrates self-reflection and personal accountability for work performance.

15. Contribute to the Health Centres practices of hiring, orienting and training of staff.

16. Collect, analyze and report on data and relevant information as required.

17. Participate in research as determined by the Health Centre.

18. Adhere to all Health Centre policies.

19. Adhere to appropriate infection control practices including those related to Covid -19.

20. Maintain status of fully vaccinated for Covid-19, including boosters as they become available.

21. Perform any other duties as assigned by your supervisor.

Accountability

This position reports to: Chief Executive Officer

Qualifications

1. University degree in Accounting, Business Administration, or similar field.

2. CPA designation may be considered an asset.

3. Minimum of 5 years of senior accounting/finance experience.

4. Minimum of 3 years of management/leadership experience.

5. Strong accounting, audit, financial management and financial analysis skills. Sound knowledge of generally accepted accounting principles.

6. Thorough understanding and experience with not-for-profit accounting and charitable reporting.

7. Sound knowledge of payroll practices.

8. Knowledge of Ontario Health Reporting Standards is an asset.

9. Experience in developing and overseeing organization-wide business/administrative systems, reporting and related decision-support mechanisms.

10. Strong organizational skills with the ability to meet tight deadlines and handle multiple projects simultaneously.

11. Attention to detail, accuracy and ability to organize and present information in a concise and understandable manner.

12. Excellent interpersonal and communication skills. Ability to interact effectively with staff and leaders, Board members, funders and other stakeholders.

13. Valid drivers license, access to a personal vehicle and minimum $1,000,000 liability insurance

14. Ability to obtain a Police Criminal Record & Judicial Matters Check.

15. Demonstrated ability to communicate effectively in English, both written and verbally.

16. Ability to work independently as well as an effective member of an interdisciplinary team.

17. Ability to work collaboratively.

18. Ability to maintain strict confidentiality.

19. Experience working sensitively with culturally and economically diverse populations.

20. The Health Centre requires that all staff be fully vaccinated for Covid-19 at the time of hire and maintain vaccination ongoing as boosters become available. Official proof of Covid-19 vaccination status is a mandatory requirement.
