The Specialist, Learning & Development (1-yr contract), is responsible for the design and development of organizational learning and development programs that align with and advance the TPA's company goals and objectives. This includes partnering with multiple external vendors and project managing the launch and implementation of online and classroom-based programs.
This position works under the direction of the Director, Human Resources and in collaboration with HR colleagues and other internal stakeholders. All work is done in a way that is aligned with the Core Values of the organization.
Major Responsibilities:
1. Design & Develop Employee and Management Learning Programs
  • Under the guidance of the Director, HR, lead all stages of the learning lifecycle including curriculum design, content development, delivery and measurement
  • Build and curate engaging and interactive digital and in-person training programs and learning experiences for a variety of roles and departments
  • In consultation with managers and other stakeholders, assess the learning and development needs of the TPA and departments to recommend and inform the planning and implementation of programs and learning initiatives
  • Prepare and coordinate the Request For Proposal/Request for Quotes for training and development programs, as required
  • Design, develop, implement and coordinate of employee and management development programs, partnering with external vendors as required
  • Facilitate learning, including classroom-based or virtual instructor-led learning initiatives, as required
  • Evaluate, measure, and report on the effectiveness of training programs; make recommendations for changes and revisions to programs as necessary
  • Research best practices, trends and new initiatives in learning and development to inform and improve current learning and development programs
2. Learning Management System (LMS)
  • Analyze TPA requirements, conduct research, and lead the vendor selection process to identify the most suitable LMS platform
  • Coordinate the RFP process for sourcing an LMS partner, including the preparation of the RFP and evaluation of proposals
  • Take a hands-on approach with the successful vendor on the configuration and implementation of the LMS platform, ensuring it aligns with client goals and technical specifications
  • Source external elearning programs and/or use TPA content and materials to build and structure engaging and professional learning content on the platform
  • Partner with stakeholders to ensure the platform and content meet organizational needs and end-user expectations
  • Perform quality assurance checks to ensure the platform and content provide a seamless, user-friendly learning experience
3. Other
  • Undertake special projects and participate in organizational initiatives which advance the HR/L&D function or contribute to the organization's strategic priorities
  • Create and refine communications materials and ensure appropriate sign off and distribution
  • Facilitate workshops/training programs or project team meetings, as needed
  • Other duties as assigned
QUALIFICATIONS, EDUCATION AND EXPERIENCE
  • College diploma or undergraduate degree in human resources, psychology, industrial relations or related discipline; or combination of relevant work experience
  • Post-graduate certificate or working towards designation in learning and development (CTDP) or Human Resources (CHRP, CHRL) is an asset
  • Minimum 5 years' progressive experience in a learning and development role
  • Experience creating engaging and interactive classroom and online learning modules using sound instructional design principles
  • Experience in a public sector organization is an asset
  • Experience working with Learning Management Systems
SKILLS
  • Excellent presentation, verbal communication, interpersonal and relationship building skills. Demonstrated written communication skills to draft clear and concise reports and presentations
  • Excellent interpersonal skills and judgement, with a demonstrated ability to deal with sensitive or confidential matters with discretion and tact
  • Ability to develop and maintain effective working relationships in a manner that gains trust, respect and cooperation
  • Critical thinking and innovative, with problem-solving skills to develop solutions to address organizational priorities
  • Demonstrated commitment to customer service and a solutions orientation
  • Demonstrated project management and change management skills, with the ability to handle competing priorities
  • Excellent attention to detail
  • Strong computer skills; including proficiency in all Microsoft Office applications and well-developed internet research skills; knowledge of Human Resources Information Systems (HRIS)
