- Performs the statutory duties of the Treasurer as defined in the Municipal Act and any other provincial legislation on behalf of the Corporation.
- Oversees daily operations of the Administrative Services Department in accordance with the by-laws, policies and plans established and approved by Council. Provide strong leadership and execution in the areas of financial accounting and analysis, property taxation, payroll, accounts payable and receivable, HST, procurement, asset management, grant support and financial reporting.
- In conjunction with the Chief Administrative Officer, coordinates the preparation of operating and capital budgets/forecasts and monitors actual expenditures and revenues providing quarterly reports to Council.
- Responsible for the banking needs of the municipality including multiple bank accounts, short-term borrowing, as necessary, and investing (including the Hydro Legacy Reserve Fund) in accordance with the Municipal Act and Council by-laws or resolutions.
- Responsible for the debt portfolio of the Municipality in accordance with the Municipal Act and prescribed regulations including coordination of debenture issues and repayments with the County of Oxford.
- Responsible for the management of and adherence to the procurement by-law.
- Attend and participate in Council, Committee and Board meetings as required and provide financial advice and information to Council, staff and the public including legislative and administrative processes, financial analysis and long-term planning.
- Preparation of various statutory and other reports for Council, financial reports for various Boards and year-end financial reporting.
- Establish and maintain systems and records for accurately recording all financial transactions and assist with the development and compliance of new internal controls as necessary.
- Actively monitors changes to applicable statutes and prepare and update necessary by-laws, policies and procedures pertaining to the Administrative Services Department and the Corporation's fiscal operations.
- Maintains awareness of available and applicable grant opportunities and other financial assistance and assist with reporting requirements.
- Direct supervision of the Deputy Treasurer, Taxation Coordinator and Asset Management Accountant.
- Assists with management of other staff resources according to corporate human resource policies and the terms of the collective agreements. Ensures proper and effective staffing through recruitment and selection, learning and development processes and performance management.
- In conjunction with the Taxation Coordinator, responsible for all aspects of property taxation including billings, collection, payments in lieu, assessment management, adjustments, tax sales and other statutory duties.
- Assists with audit files, working papers and financial statements for external auditors for the Corporation and relevant Boards. Ensures audited financial statements are delivered by the auditor to Council in a timely manner and annual reporting requirements are met. Ensures compliance with all requirements of the Public Sector Accounting Board (PSAB).
- Manages the financial resources of the Administrative Services Department.
- Participation in a variety of projects such as (but not limited to) software evaluations and implementations, boundary adjustment discussions and review of service provider agreements.
- Member of the Senior Management Team and part of the Community Control Group of the Emergency Management Team.
- Acts as temporary Clerk as required.
- Ensures confidentiality is maintained as per the Municipal Freedom of Information and Protection of Privacy Act.
- Ensures adoption of safe work practices.
- Performs other related tasks as assigned.
- University Degree in Business Administration, Accounting or other related discipline
- Professional Accounting Designation in good standing (CPA)
- 5 years of municipal finance experience in a senior management position or equivalent experience as determined by the Corporation
- Experience managing employees in a unionized environment
- Thorough knowledge of financial, accounting, auditing principles and practices, investment and debt management, property taxation, budgeting, asset management and procurement
- Thorough knowledge of legislation and policy affecting municipal finance
- Excellent leadership, management and interpersonal skills
- Excellent analytical, research and problem-solving skills
- Excellent written and oral communication skills
- Detail oriented and well organized with the ability to multitask and meet numerous deadlines
- Usual public office conditions with the expectation of frequent interruptions to answer questions and to provide information.
- Observes regular office hours but is expected to attend meetings outside regular hours.
- Work is subject to deadlines imposed by Statute, Council and the Chief Administrative Officer.
- Working conditions subject to change with frequent legislation updates, changing financial systems, introduction of new techniques.
